Job Description

The Division of Citywide Workforce Opportunity (CWO) of the NYC Department of Small Business Services (SBS) is responsible for connecting nearly 100,000 New Yorkers each year to good jobs and training opportunities that empower them to lead successful lives. Much of this work is conducted through a network of 18 Workforce1 (WF1) career centers, operated in all five boroughs by workforce development providers under contract with SBS, that provide career services such as resume help, interviewing workshops, and one-on-one career counseling, as well as direct connections to employment.

CWO likewise oversees more than a dozen occupational training programs, in such areas as technology, health care, and construction, that are offered in collaboration with higher education institutions and non-profit training providers. At the core of CWO’s mission is reaching and serving jobseekers who have traditionally been underserved and have not had ready access to employment and training opportunities.

To better meet the needs of jobseekers and neighborhoods we serve, CWO recently created the Neighborhood and Community Engagement Team (NACE). NACE is responsible for CWO’s efforts to reduce unemployment and increase job opportunities on a community and neighborhood level.

Reporting to the Chief Community Engagement Officer (CCEO), the Program Manager will:

- Support the team with implementation strategies to engage with key stakeholders including community-based organizations, community leaders, city agencies, faith-based organizations, etc. to utilize WF1 as a resource for their hiring efforts
- Assist NACE with workforce development initiatives and events including Jobs NYC hiring events and training programs
- Attend festivals, community events, street fairs, community centers and the like to better engage SBS's workforce development programs with the community
- In partnership with SBS Outreach, PEU, CAU, and other city agencies to promote SBS' training programs and career centers
- Develop neighborhood-based strategies to combat unemployment, informed by interviews, research of best practices, engagement of community stakeholders, etc.
- Support and in some cases lead a variety of special projects, especially ones that are new/novel to SBS and require incubation and testing
- Continually conduct stakeholder outreach and research to contribute to the efforts of updating our programs, offerings, and NACE and WF1 services; manage the data and share/present the information across CWO as necessary.
- Produce timely and accurate reporting on events and initiatives, generate boiler-plate reports of critical survey data for Jobs NYC and NACE on a regular basis using internal systems including Worksource1
- Track and manage engagements with stakeholders and outcomes using SBS’ internal system and work with the data team to monitor progress towards agency goals
- Collaborate with WF1 and internal team leaders to meet hiring goals, track data and engagement targets through planning, meetings, events, and strategic engagements including executing workforce development events, Jobs NYC hiring halls, and other engagements
- Work closely with stakeholders to align WF1 services with the needs of employers and jobseekers, contributing to the development of training programs, targeted events, and marketing opportunities
- Collaborate with city agencies working closely with SBS to decrease the city’s unemployment rate and connecting New Yorkers to good jobs including The Office of Community Hiring and The Office of Talent and Workforce Development
- Perform other duties as assigned

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37. However, note that per this program, employees may be required to report to the workplace in person if operational needs warrant.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

-Experience in planning, implementing, and managing projects involving diverse stakeholders. -Excellent interpersonal skills. -Strong oral and written communication skills. -Proficiency in Microsoft Word, Excel, and PowerPoint. -Familiarity with web design principles and digital content creation. -Highly organized and detail-oriented with the ability to prioritize between conflicting demands. -Experience with/knowledge of New York City government. -Experience with compliance, public policy analysis, and/or project management. -Demonstrated proficiency with developing educational tools, such as trainings, materials, and presentations. -Experience collecting and analyzing data to see trends, extrapolate conclusions, and identify opportunities. -Ability to work independently and as part of a team has initiative, persistence and a positive attitude. -Ability to work well in a fast-paced environment and adapt to the changing needs and challenges that will arise with a new citywide initiative.
