Job Description

The New York City Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers 1.1 billion gallons of high-quality drinking water per day to 8.3 million New York City residents and more than 1 million people in Upstate New York and collects and treats an average of 1.3 billion gallons of wastewater per day.

The Bureau of Environmental Planning and Analysis (BEPA) at the New York City Department of Environmental Protection is seeking a Program Manager for the Municipal Separate Storm Sewer System (MS4) Stormwater Management Program. The NYC MS4 Program encompasses several individual programs designed to reduce pollution in stormwater. Numerous City agencies have responsibilities as part of the Program, and BEPA is responsible for coordinating interagency policy decisions and pollution reduction strategies for the City. These strategies can range from environmental education to inspecting facilities for permit compliance to constructing best management practices, such as green infrastructure, for stormwater source control. This role provides a unique opportunity for involvement in many exciting stormwater initiatives across NYC in support of DEP’s Strategic Plan and PlaNYC 2030 Getting Sustainability Done.

Under general supervision, and working with senior management, the selected candidate will guide stormwater quality policy decisions and coordinate the implementation of the Stormwater Management Program for areas served by the City’s storm sewer system. Primary tasks will include the following:
- Engaging with Bureaus within DEP and City agencies with MS4 permit obligations on stormwater management strategies to ensure the City is on track to meet its regulatory obligations.
- Reporting to regulatory authorities and presenting to the public on an annual basis.
- Evaluating public policy to inform compliance strategies and permit negotiations.
- Leading a team who provide technical and programmatic support.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

The ideal candidate will possess the following abilities, skills, and experience: - Ability to analyze policy options for their immediate impacts and long-term implications. - Ability to clearly communicate scientific and technical information to both technical and non-technical audiences. - Ability to prioritize and perform multiple tasks under strict deadlines. - Skill in analyzing and interpreting water quality data, public policy evaluations, and statistics. - Skill in project management, scheduling, and budgeting. - Skill in training and supervising personnel. - Experience with stormwater control measures for highly urbanized areas. - Excellent organization, time management, and interpersonal skills. - Familiarity with planning, program implementation, and governance in NYC. - Familiarity with federal, state, and local stormwater regulations, including but not limited to federal Clean Water Act and its amendments, federal regulations. - Proficiency in the Microsoft Office software suite (Excel, Word, Access, Outlook, PowerPoint). - A current and valid motor vehicle driver license, as this position requires site visits that may not be near public transportation.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
