The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.
TPM’s Regional and Strategic Planning (R&SP) subdivision is the multi-disciplinary team addressing transportation issues facing the New York City region, and provide policy, practice, and infrastructure solutions. The sub-division is a collaborative team that works with city, state, and regional agencies to address issues facing goods and people movement. R&SP is seeking a Mobility Studies Cyber Security Analyst (MSCSA) for its Special Projects Unit. The Special Projects unit is responsible for fostering data-informed transportation planning.
Reporting to the Mobility Studies Program Lead, the candidate will play a key role in assuring the secure sharing of data and reports on transportation planning programs at the DOT by creating proper access for transportation planning data and data tools. The position will also assure the secure and accessible transmission of internal and public-facing reports that further the division and agency’s goal of equitable, efficient, safe, and environmentally sustainable mobility on NYC’s multimodal transportation network. Working in a collaborative environment and with latitude for independent initiative and judgment, the MSCSA candidate will work on programs and projects that support DOT’s mission to promote equity and sustainability in the movement of people and goods in New York City.
Key responsibilities include: 1) Creating methods of on-boarding access and training to internal and external individuals to various third-party data sources and any other potential data systems available to NYC DOT; 2) Characterize and analyze the profiles of verified users and monitor all data systems for unauthorized access or data breaches; 3) Develop content for training in the secure use of the data systems and tools; 4) Securely update and maintain the databases or data streams associated with the NYC DOT Mobility Dashboard ; 5) Create secure methods for online public engagement for Mobility Studies projects and other units as needed ; 6) Working with NYC DOT’s web team to assure the secure and accessible posting of all reports and information from the Mobility Studies group; 7) Assure the removal or aggregation of public-facing Mobility Studies data or databases containing any personally identifiable information; 8) Create and analyze data dashboards for Mobility Studies or other internal reporting needs; and perform other tasks as directed.

A well-organized self-starter with excellent project management and communications skills. Demonstrated expertise in data synthesis and visualization for development of public information materials. Experience using quantitative and qualitative research methods to support outreach efforts. Experience participating in public engagement events including listening to residents, Community Boards, and forming consensus. Experience learning and developing approaches to community engagement in a complex work environment. A background or demonstratable interest in planning and policy to advance socially, economically, and environmentally sustainable and equitable urban development. Knowledge of relevant transportation industry standards or policies is preferred.
Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or
2. A four-year high school diploma or its equivalent approved by a State’s department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in “1” above; or
3. Education and/or experience equivalent to “1” or “2”, above. College education may be substituted for up to two years of the required experience in “2” above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.
