The Special Projects Unit within the Regional and Strategic Planning (R&SP) subdivision is seeking a candidate with a technical background to serve as a Mobility Data Management Analyst. RS&P’s Special Projects unit is responsible for fostering data-informed transportation planning and is within the Transportation Planning and Management Division.

The successful candidate will report to the Special Project Mobility Data Program Lead and will assistant on managing and enhancing the unit’s annual data collection in partnership with the regional metropolitan planning organization, the New York Metropolitan Transportation Council (NYMTC). Special Projects is seeking an analyst with experience in the use of GIS, SQL, and/or Python to support transportation data collection and analysis. The annual subregional count collection program informs the validation of the region’s travel model, the Best Practice Model (BPM), and provides useful data for understanding local and regional mobility trends. The candidate would work with the Special Projects Senior Mobility Data Analyst, and the Director of Special Projects to ensure that the annual count program was collected accurately, on time, and within budget. In addition to managing the data collection, the candidate would also work on sharing this with internal and external partners and using the data to inform and evaluate NYC DOT programs. Regular meeting and coordination would be required with the TPM Admin team, the agency’s count contractor, and NYMTC. Tasks will include coordinating data collection requests and submissions, analyzing transportation mobility data for quality control, coordinating with NYC DOT Project Mangers on documenting changes to the street network to model transportation impacts on air quality, working with consultants and contractors, and using GIS and other software to map and visualize NYC DOT projects.

The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.


Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
