Job Description
The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Information Technology Services (ITS) is DSS’s technology services organization. ITS mission is to support the daily, emergent, and long-term needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications, including a variety of client eligibility and recertification systems, case management systems, housing systems, employment/work engagement services, revenue producing computer matches, claiming systems, and personnel systems.
Information Technology Systems (ITS)/Enterprise Shared Services (ESS) is recruiting for a IT Project Specialist, to function as a Middleware Developer, who will be responsible for:
- Monitoring of applications & batch jobs, reprocess, and resubmit when transactions fails.
- Installation of IBM software’s on the Windows / Linux and Unix Operating Systems.
- Designing message flows using IBM Integration Bus/ACE.
- Working with Program and Developers to gather and implement requirements for the middleware
services.
- Working with IBM Vendor to upgrade any new technology stack. This will require gathering
requirements from Middleware Services, and UNIT test the services after the upgrade.
- Accessing SQL and Oracle Servers to research data issues for the Middleware Services.
- Writing the scripting using Power Shell, and schedule the cron Jobs.
- Working with external and internal application teams to gather requirements for Middleware Services
and build transformations to exchange the data.
- Certificate Management - Certificate creation, deployment and post validation.
- Creating an Incident, Change and Problem Management Processes of Service Now.
- Developing/designing work outlines regarding the functions of the subordinate unit involved with the
design, development, and monitoring of software.
- Overseeing the activities of the team with regards to the design, development, and delivery of
integration solution to the partner teams.

IT PROJECT SPECIALIST - 95710
1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or
4. Education and/or experience which is equivalent to "1", "2", or "3" above.
- Demonstrated success troubleshooting technical issues. - Experience in navigating in the Unix operating system programming scripts in the Unix environment, preferably using ksh navigating in the IBM tools IIB/ACE/MQ environments using the Toolkit kit to build and deploy tool code (IBM Integration Bus, ACE, Apache, Oracle DB, and MQ etc.). - Exceptional soft and interpersonal skills, including teamwork, facilitation, and negotiation. - Experience with IBM Integration Bus flow development and Administration, Web Service Development and Consumption. - Knowledge of Service Oriented Architecture (SOA) trends, SOA standards, XML, XSLT, SOAP, XML Schemas and WSDL usage. - Excellent analytical and technical skills as well as planning and organizational skills written, verbal, communication, and presentation skills with the ability to articulate new ideas and concepts to technical and nontechnical audiences. - Ability to manage multiple tasks under tight deadlines.
