Job Description

JOB DESCRIPTION:

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

The Office of the Deputy Commissioner of Legal Matters provides legal guidance to the Police Department and is responsible for advising all members of the Department on all legal matters affecting the Department, including major criminal and civil litigation and important legislative and judicial developments. The office monitors and facilitates the relationship between the Department and the rest of the criminal justice system and assists members of the service in interpreting and enforcing state, federal, and local laws; ensures that the policies and practices of the department are lawful and are fairly applied; and develops legislation in accordance with the needs of the Department and public safety concerns. In addition, the Bureau serves as the Department's liaison to the court-appointed Federal Monitor.

The NYPD Subpoena Litigation Unit is responsible for processing, reviewing, and responding to subpoenas. court orders, and motions for records served upon the Department. It is also responsible for responding to requests for records and information from other governmental entities at the local, state and federal levels.
Reporting to the Director, Subpoena Litigation & Transparency, the Managing Attorney will:

1. Supervise a team of approximately 15 uniformed and civilian members.
2. Oversee the intake, processing, and assignment of new cases.
3. Liaise with the District Attorneys' Offices in regard to complex legal issues and discovery obligations.
4. Attend managerial-level meetings with the Department related to subpoenas.
5. Perform various administrative duties related to the oversight of the Unit.

Minimum Qualifications

1. Admission to the New York State Bar; and either "2" or "3" below.
2. One year of satisfactory United States legal experience subsequent to admission to any state bar; or
3. Six months of satisfactory service as an Agency Attorney Interne (30086).
Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.
In addition to meeting the minimum Qualification Requirements:
To be assigned to Assignment Level (AL) II, candidates must have one year of experience at Assignment Level I or two years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment. To be assigned to AL III candidates must have two years of experience in Assignment Levels I and/or II or three years of comparable legal experience subsequent to admission to the bar, in the areas of law related to the assignment.


Preferred Skills

Preferred skills include: - Admission to the New York State Bar, with at least 3 years of experience working for the New York City Police Department. - Familiarity with the New York State Criminal Procedure Law and the Department's disciplinary process, including its internal case management systems. - Demonstrated ability to maintain strong relationships with the local District Attorneys' Offices. - Strong ability to manage high-volume requests in a fast-paced, high-stakes environment.
