The Office of Technology and Innovation (OTI/DoITT) provides for the sustained, efficient and effective delivery of IT services, infrastructure and telecommunications to enhance service delivery to New York City's residents, businesses, employees and visitors. As the City's technology leader, DoITT is responsible for maintaining the foundational IT infrastructure and systems that touch every aspect of City life from public safety to human services, from education to economic development crossing the full spectrum of governmental operations.

Part of the NYC Office of Technology & Innovation Strategic Initiatives division, Research & Collaboration helps NYC government find, test, and use tech and tactics that better serve the City. We are a team of generalists focused on helping agencies explore new solutions to social problems. We do this by learning, testing, and advising agencies on what tech makes possible and what risks it brings in the process. We work with our agency partners to find ways to make it easier to serve the City with services that are easier for New Yorkers to find and use. Research & Collaboration consists of three units: Research & Planning, Smart Cities & IoT, and Agency Solutions.

We start with key obstacles of our users and first principles of their challenges, engaging with their ecosystem of stakeholders to understand what solutions fit best for all involved. We search for solutions that are easy to use and useful, exploring possibilities of both emerging and existing technologies -- or solutions that don’t use technology at all. Research & Collaboration helps NYC government work better so NYC government can better serve the City.

Responsibilities will include:
- Works within the Research & Collaboration unit, leading citywide efforts to foster an inclusive and thriving tech sector, ensuring New Yorkers have equitable access to the opportunities that new technologies bring, and are equipped to thrive in the evolving workplace across a wide range of domains and roles;
- Work collaboratively with colleagues across the Research and Collaboration unit, varied OTI groups, and a range of City agencies and offices;
- Leads a variety of initiatives to understand and track changing needs across the local ecosystem, monitor the landscape of resources available across sectors, engage with diverse stakeholders and develop strategic partnerships that further the City’s goals, and deliver programs and products to train and support New Yorkers. The Tech Workforce Manager reports to the Director of Research and Planning
- Handle special projects and initiatives as assigned.


Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.


Preferred Skills

The preferred candidate should possess the following: - Strong expertise in workforce development, a broad, holistic perspective on the range on interventions needed to support an inclusive, thriving tech ecosystem, and a track record of developing successful initiatives in a range of related areas - Stakeholder management experience, and ability to collaborate productively with colleagues across functions, teams, and organizations - Strong verbal and written communication skills ability to effectively represent the City across a range of audiences - Experience briefing executive leadership - Familiarity with New York City government, and the local tech workforce ecosystem a plus.
