NYCHA ITs mission is to support NYCHA to provide quality housing by delivering meaningful, innovative, high-performing, cost-effective technology solutions. IT Human Capital, a unit of IT Performance and Resource Management, is responsible for the management of the entire lifecycle of human capital operations with the NYCHA IT division. NYCHA IT seeks a highly motivated and experienced individual to serve as the Manager of IT Human Capital.

Reporting directly to the Vice President of IT Performance and Resource Management, the Manager of IT Human Capital will provide expertise and program leadership required for the development, implementation, and management of Human Capital activities in support of 5 departments and the CIO’s Office with over 300 employees. The Manager is a key partner for the department’s management team and will oversee the recruitment and hiring processes including: recruitment, onboarding, civil service appointments, conducting salary and parity analysis, coordinating personnel actions, developing job descriptions, tracking training, and be well experienced in NYC civil service and related matters.

Duties will include, but not be limited to the following:

1. Manage NYCHA IT’s efforts to manage the human capital activities including: recruitment, hiring, retention, succession planning, discipline, and off boarding.
2. Track and maintain headcount, PS budgets, employee data, and related personnel information utilizing citywide, Authority, and IT specific tools.
3. Oversee HC Unit staff and participate in the preparation of posting notices, job analyses, new hire, and salary adjustment paperwork.
4. Act as NYCHA IT’s primary liaison to the NYCHA Central Office HR Department.
5. Actively participate in the recruitment and staff on-boarding process.
6. Develop Standard Operating Procedures (SOPs) to staff with a standardized set of instructions to carry out bureau/agency-specific HR procedures.
7. Responsible for continuous improvement and innovation as it relates to improving processes, addressing performance, creating action plans and supporting the career growth and development of employees.
8. Ensure the maintenance records of HR related transactions such as hires, promotions, transfers, terminations, discipline records, etc.
9. Work closely with supervisors and managers to advise, counsel, and provide coaching and resolution to address employees’ performance; provide performance management guidance to line management.
10. Partner with NYCHA IT departments to facilitate executive decision and direction on day-to-day administrative needs.
11. Provide and/or facilitate executive approval on major technology investments.
12. Execute a staffing and recruitment strategies to maximize the talent, skills, and capabilities of NYCHA’s IT workforce while balancing an efficient allocation of resources.
13. Lead key projects and business initiatives for the IT department as needed.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and four (4) years of satisfactory, responsible, full-time experience in a large government agency or business firm with programs in the field of housing, real estate/management, housing construction, engineering or a related field of which at least eighteen (18) months must have been in a responsible administrative, consultative, managerial or executive capacity; or
2. Education and/or experience equivalent to "1" above. However, all candidates must possess the eighteen (18) months of administrative, consultative, managerial or executive experience as described above.
