Parking Operations, Planning and Analysis is seeking to hire a capable, confident, and dedicated Management Auditor II, reporting to the Deputy Director of Operations Review. Under the direction of the Deputy Director of Operations Review, the Management Auditor will be responsible for assisting in performing operational assessments of the Bureau’s revenue producing functions. The Management Auditor II will assist the Deputy Director in conducting operational analysis of programs, functions, operations and management’s systems and procedures within Parking/Traffic Operations, conduct annual risk assessment for POPA; evaluate systems of internal control to ensure that programs and objectives are accomplished effectively and efficiently, document findings and observations, assist in preparing Standard Operating Procedure (SOP) Manuals and perform testing of operations and evaluating business processes. Liaison between different work groups to document meetings, interviews, and walkthroughs, prepare key business process workflow diagrams, and obtain documentation. Responsible for updating spreadsheets and preparing workflow diagrams of current Unit processes. Prepare ad hoc reports as, needed. The selected candidate will supervise Management Auditors 1 and College Aides and must be a highly motivated individual with demonstrated excellent interpersonal, multitasking abilities and MS Suite proficiencies.

In addition, the Management Auditor II will also provide assistance coordinating the completion of the Traffic Operations Payment Card Industry (PCI) Compliance annual assessment documentation requirements for Meters, Pay by Mobile, and Garages. The Management Auditor II will review and document current and new policies and procedures, prepare dataflow diagrams, and develop SOPs to address controls as mandated by the PCI Board; Coordinate the requests for documentation for the annual assessments of the PCI compliance with the various Groups, DOF and the PCI Qualified Security Assessor; ensure DOT policies and procedures adhere to the PCI standards.

Parking Operations, Planning and Analysis is a multi-tasked, revenue generating operation of the Department of Transportation. Revenue in the forms of coins, cash, credit cards, checks and pre-paid debit cards are generated annually in excess of $250 million. Additionally, the Bureau’s assets; meters, permits, keys, vehicles, security related business products, database and inventory systems, personnel, equipment of value in excess of $90 million must be evaluated and protected against risk.



This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Minimum Qualifications

1. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) including or supplemented by 24 semester credits in accounting, including one course each in: advanced accounting, auditing, and cost accounting; and one of the following:
(A) one year of full-time satisfactory experience in management auditing, financial auditing, and/or information technology (IT) auditing; or
(B) a valid Certified Public Accountant license issued by the New York State Education Department; or
(C) a valid Certified Internal Auditor certificate issued by the Institute of Internal Auditors (IIA); or
2. A satisfactory combination of education and/or experience equivalent to "1" above. Education and/or experience may be substituted as follows:
(A) two years of full-time satisfactory experience in financial or managerial accounting may be substituted for the one year of experience described in "1(A)" above;
(B) undergraduate or graduate credits from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in management, computer science, public administration, and/or business administration may be substituted for up to 9 semester credits in accounting, on a credit for credit basis.
However, all candidates must have a baccalaureate degree including or supplemented by 15 semester credits in accounting, including one course each in advanced accounting, auditing, and cost accounting, and one of the following: at least one year of the experience described in "1(A)" above or its equivalent; or a Certified Public Accountant license; or a Certified Internal Auditor certificate, as described in "1(B)" or "1(C)" above.
To be eligible for placement in Assignment Level II individuals must have, in addition to meeting the minimum requirements, at least one year of experience as a Management Auditor - Assignment I or at least two years of experience in management auditing, financial auditing, and/or information technology (IT) auditing.


Preferred Skills

- Experience in performing annual PCI assessments and extensive experience in developing SOPs. - Excellent writing and verbal skills, preparing flowcharts and PowerPoint presentations. - Detailed oriented, highly organized, self-motivated and the ability to collaborate and communicate effectively.
