New York City Emergency Management Department (NYCEM) is looking for an innovative person with a passion for emergency management logistics. Applicants shall have a background in one or more of the following areas: emergency management logistics, humanitarian/mass care response logistics, mutual aid coordination, ground support logistics, logistics planning and/or other sectors of the logistics industry that would be able to contribute to NYCEM’s disaster logistics planning and response efforts.

Under the supervision of the Logistics Director, with wide latitude for independent initiative and judgement, the Logistics Program Manager will be responsible for planning and preparing for the logistics needs of current and future support that may include the following:
- Supporting the development, maintenance, and enhancement of the City’s emergency management logistics programs.
- Managing the Citywide Asset and Logistics Management Program and non-road GPS tracking program.
- Reviewing and enhancing the City’s robust all-hazards logistics plans and deployment/response strategies.
- Supporting the development of a strategic logistics vision, with practical solutions, to support emergency plans and response efforts.
- Managing all aspects of their assigned programs to include the planning suite and training needs.
- Conducting interagency meetings and site visits/surveys with various partners.
- Carrying out tasks such as; working with contracted vendors, tracking quotes, invoices, deliveries, and Bills of Lading.
- Coordinating with internal and external partners on tasks such as; resource requests, site visits and facility upgrades.
- Identifying contracts to support emergency planning and response.
- Drafting scopes of work and contract documents.
- Building partnerships with other emergency management professionals, especially in the areas of logistics planning.
- Working to train staff on logistics programs.
- Using spreadsheets and databases to track resource allocations and budgets.
- Developing exercises with NYCEM Exercises for long-term facilitated discussions and exercise opportunities with all partners.
- Working with the State and Federal governments to ensure resource needs for staffing and supplies are pre-scripted, to include cross-docking solutions, trainings, and actual resource delivery.
- Reviewing and addressing logistical accessibility needs in current, new, and ongoing citywide emergency logistics planning efforts.
- Ensuring logistical planning accounts for the needs of the City’s most vulnerable residents.
- Serving as a logistics coordinator in and on-call basis.

**PLEASE NOTE THE FOLLOWING:

- The selected candidate will be assigned to an on-call Emergency Operations Center (EOC) team and will be expected to work non-business hours during some emergencies. These non-business hours include nights, weekends, holidays, and extended week hours outside of a 9AM-5PM schedule. The selected candidate will also participate in trainings to build skills and competencies in emergency response; will participate in drills and exercises associated with the on-call EOC team; and may volunteer to assist with Ready NY emergency preparedness presentations to external groups. EOC teams are on call for three weeks at a time, with six weeks off in between.

- This position is grant funded through 8/24/2024 with the possibility of an extension.

Minimum Qualifications

1. A master’s degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences or related field and one year of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2. A baccalaureate degree from an accredited college and two years of satisfactory full-time professional experience in the areas listed in “1” above; or
3. A four-year high school diploma or its educational equivalent approved by a state’s
department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in the areas listed in “1” above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.


Preferred Skills

- Experience in operations research, warehouse management, technology program management - Intermediate to expert Microsoft Excel skills is a must - Software program management is a must - Experience working with private and public sector clients - Experience managing multiple projects in a high pressure work environment - Training in concepts of the Incident Command System (ICS) (100, 200, 300, 700, 800 levels preferred) - Superior written and oral communications skills - Possession of a valid driver’s license and the ability to drive are preferred **Studies have shown that women, people of color, and other under-represented groups are less likely to apply for jobs unless they believe they are able to perform every task in the job description. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
