Job Description
New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Office of the Chief Counsel provides legal advice to the agency regarding critical, strategic, legal and policy issues facing the agency, engages in transactional work in support of the NYCEM mission and coordinates with the NYC Law Department, Office of the Counsel to the Mayor, and other local, state and federal counsels regarding various legal issues ranging from emergency events to litigation, which impact the agency. The Office of Chief Counsel is comprised of the Legal Affairs Unit, Disability, Access, and Functional Needs (DAFN) Legal Unit, and the Records Management Unit.
Description of Project/ Intern Responsibilities:
NYCEM seeks to streamline its legal record management and improve efficiency. The Chief Counsel’s Office is hiring interns with experience in the creation of policies and procedures, information management, and compliance. Legal Interns will support the Office of the Chief Counsel (OCC) by reviewing, organizing, and synthesizing agency contracts into a searchable Procurement Library. Tasks will include analyzing existing agreements, drafting contract templates, categorizing contracts by type (goods, services, etc.), and compiling hyperlinks in a centralized database. Interns will also assist in drafting a Standard Operating Procedure (SOP) that outlines vendor engagement, NYCEM’s coordination with its Procurement Unit, and the NYC PASSPort registration process.
Lastly, the intern will support all aspects of the Disaster Law Symposium planning. Responsibilities include coordinating speaker logistics, managing event timelines, drafting outreach materials (emails, social media, flyers), and preparing checklists for event-day logistics. Interns will also support the development of a contact database and coordinate registration and materials distribution.
Requirements/special skills and qualifications needed:
The internship requires a candidate with legal research skills, the ability to set and keep stringent deadlines and the capacity to conduct themselves professionally and communicate effectively in meetings. Records Management and Information Technology experience is preferred.

The intern will be required to sign a confidentiality agreement regarding all records reviewed and created during the internship. Per this agreement, the intern will not be permitted to maintain copies of any writing created during and/or relating to the project.
Only candidates with high ethical standards and who have successfully completed a Professional Responsibility course will be considered.

For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
