Job Description

The New York City Taxi and Limousine Commission (TLC) is the nation’s largest for-hire transportation agency, licensing and regulating the City’s yellow and green taxicabs, for-hire vehicles, commuter vans, and luxury limousines. TLC develops and enforces rules to promote safety, transparency, as well as consumer and driver protection for a vital mode of transport in New York City. The vehicles, businesses, and drivers licensed and regulated by the agency move over one million people a day. The TLC is seeking an experienced attorney to serve as the Litigation Counsel for Legal Affairs. The Legal Affairs Manager will coordinate all TLC-related litigation: assign cases to attorneys, liaise with the Law Department, be aware of the arguments made in one case and how it would apply or affect another case or current or proposed Agency programs, suggest changes in our rules based upon litigation results, ensure Agency staff is aware of litigation and litigation holds. Additional responsibilities as a member of the Office of Legal Affairs: rulemaking, contracts, MOUs, and special projects.

Minimum Qualifications

Admission to the New York State Bar; and four years of recent full-time responsible, relevant, satisfactory legal experience subsequent to admission to any bar, eighteen months of which must have been in the supervision of other attorneys, in an administrative, managerial or executive capacity, or performing highly complex and significant legal work.

Incumbents must remain Members of the New York State Bar in good standing for the duration of this employment.


Preferred Skills

Skilled in effective, clear and persuasive oral and written communications. Critical, insightful and intelligent and organized factual processing skills. Ability to be objective and thorough in conducting review, investigation, interview and analysis. Knowledge of and experience in working with administrative law and procedures and litigation.
