DCAS Real Estate Services, Short Term Leasing (STL) manages a portfolio of approximately 350 short term agreements that allow the private use of certain City-owned properties. Tenants include non-profit organizations, community benefit organizations, local/small businesses that lease the properties for uses such as parking and storage, and homeowners who lease properties for uses such as the expansion of their yards, gardening, or for parking. These agreements generate more than $7 million in annual revenue. STL is responsible for all aspects of administering these agreements including annual renewal for most existing agreements, and the intake and review of new requests. This involves coordination with current or prospective tenants, various groups within DCAS, other City agencies and various stakeholders.
- Review leasing applications, communicate with applicants and perform due diligence to ensure applicant eligibility and compliance with leasing requirements.
- Handle all aspects of agreement preparation and lease administration for a portfolio of short-term agreements for new and existing tenants to utilize certain City-owned real property, consistent with policies, procedures and programs.
- Ensure lease compliance and resolution of issues that arise during the lease term. Initiate and manage lease enforcement actions with the DCAS Office of the General Counsel and other groups as needed.
- Organize and attend property inspections to assess conditions and make recommendations.
- Coordinate with other units to create property descriptions, maps and diagrams with accurate measurements and photographs, and file accordingly.
- Track the entire leasing process in the agency’s property databases and make presentations regarding the status updates.
- Coordinate with existing and prospective tenants, unauthorized occupants, and various units within DCAS such as Financial Services, Technical Compliance, the General Counsel’s office, other City agencies and officials, and private constituents.
- Provide a wide range of administrative and operational support to supervisors.
- Assist with and coordinate special projects within DCAS and with other agencies, including public auctions, status reports, public inquiries, special permits, and requests made by the public and elected officials.
- Assist in various initiatives to analyze existing policies and as necessary, assist in creating new policies or develop new strategies for maximizing the City’s rental income.
- Correspond with other units within DCAS, other City agencies and private entities to achieve project & leasing goals.
- Create reports, analyze and reconcile databases and data to ensure data integrity, and keep others informed of the projects and status updates.
- Represent DCAS and Real Estate Services at internal and external meetings, task forces, public hearings, and appearing and testifying in court and at hearings, when needed.
- Other duties as assigned by supervisor in support of the agency’s mission.

1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in "1" above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A four-year high school diploma or its educational equivalent and six years of
satisfactory, full-time progressively responsible experience as described in "1"
above, 18 months of which must have been in an administrative, managerial,
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to "1", "2" or "3" above. However, all
candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in "1", "2" or "3" above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative, managerial, executive or supervisory
experience described in "1", "2" or "3" above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3½
years.
Preference given to candidates with New York City real estate and government experience, as well as leasing, NYC zoning and land use experience enrollment in programs for master's degrees in city planning, public administration, business or related fields and real estate background. Additional preference to candidates familiar with Microsoft Office, including Access and/or computer graphics knowledge, intermediate to advanced GIS, especially ESRI ArcGIS skills, good written, verbal and interpersonal communication skills.
