The New York City Housing Authority (NYCHA), the largest public housing authority in North America, was created in 1935 to provide decent, affordable housing for low- and moderate-income New Yorkers. NYCHA is home to 1 in 17 New Yorkers, providing affordable housing to 528,105 authorized residents through public housing and Permanent Affordability Commitment Together (PACT) programs as well as Section 8 housing. More than 11,000 employees operate NYCHA’s properties and central office functions.



NYCHA’s Learning and Development (L&D) Department provides service coordination and delivery of training and professional development for NYCHA employees to do their jobs safely and effectively. Through operation of citywide training facilities, and a robust library of online learning materials, NYCHA L&D offers both technical training in building systems management, and leadership development courses that are customized based on NYCHA standard operating procedures. L&D’s mission is to prepare NYCHA employees for the roles they’re in, and the roles they aspire to attain, while managing the wealth of knowledge that employees amass throughout their careers.



Reporting to the Administrator of the Property Administration Training Unit, the Senior Technical Trainer (Property Administration), is responsible for facilitating a variety of training courses designed to enhance the technical skills and knowledge of NYCHA employees, primarily but not exclusively Neighborhood Contract Administrators, Neighborhood Administrators, Neighborhood Planners, Property Managers. This position focuses on training related to NYCHA standards and procedures specific to property management operations, property management supervision, and tenancy administration. The ideal candidate will play a key role in delivering high-quality professional development opportunities that ensure employees can perform their duties safely, efficiently, and in compliance with all relevant standards.



Responsibilities include, but are not limited to the following:

Create and deliver training on the following subject areas:

General Property Administration – How to maintain a professional setting with regularly scheduled office

hours in the property business office;

Rent Collection/Legal Action – How to ensure timely collection of rent payments and ensure processing of

documents for timely legal action for rent delinquents and holdover cases, and the data entries of

related computer records; how to authorize requests for rent adjustments; obtain verifications and maintain computer files in accordance with NYCHA procedures.

Annual Income Reviews – How to ensure the completion of annual reviews including the submission of non-verifiable cases via Seibel to Office of Tenancy Administration.

Uncollected Accounts – How to ensure uncollected accounts are processed in the required timeframe as per NYCHA policy.

Visual Assessments – How to ensure visual lead assessments are completed by trained staff and the

appropriate repairs and follow up is conducted for all work orders in Maximo.

Occupancy and Vacancy – How to ensure vacant apartments are prepared in accordance to policy and

procedures and are available for occupancy; how to maintain records of assigned units’ status in

Tenant Turnover Log (TTL).

Procurement – How to maintain sufficient materials, services and staffing to complete apartment, corrective maintenance, preventive maintenance repairs timely and consistently; ensure all steps to procure goods and services are followed in accordance to NYCHA procedures.

Safety & Security – How to follow safety guidelines to ensure safety and security of residents and staff.

Repair/Work Orders – How to ensure resident repair requests are responded to within prescribed guidelines; coordinate the completion of repairs, and close work orders in accordance with established

procedures.

Property Maintenance – How to conduct property inspections, which include move-ins, housekeeping, and grounds to assure adherence to established satisfactory standards.

PHAS – How to formulate and implement a plan for successful NSPIRE inspections and corrective action plans within the required timeframe in accordance with NYCHA policies and procedures.

Resident Relations – How to facilitate resident engagement to ensure compliance with HUD regulations.

Staff Supervision/Training – How to develop and secure training, supervise and discipline staff as appropriate; participate in pre-employment interviews and hiring processes.

Reporting – How to ensure the timely and accurate submission of various management reports as needed.

Special Projects - Serving as a subject matter expert on property administration training; lead or participate in special projects as necessary.





Minimum Qualification Requirements:

A baccalaureate degree from an accredited college, and three years of full-time satisfactory

supervisory and/or administrative experience in housing management at a development or

developments containing at least 150 apartments, including overseeing the performance of

duties such as: interviewing applicants, determining eligibility; gathering and evaluating

information to resolve complaints; collecting rents; and/or resolving tenant related problems;

or

2. A four-year high school diploma or its educational equivalent, and six years of the full-time

satisfactory experience as described in "1" above; or

3. A satisfactory equivalent combination of education and experience as described in "1" or "2"

above. Undergraduate college credits may be substituted for experience on the basis of 30

semester credits from an accredited college for one year of full-time satisfactory experience.

However, all candidates must have a four-year high school diploma or its educational

equivalent.

Proficient group management and public speaking skills, with the ability to effectively engage and educate audiences.

Highly motivated and willing to take initiative in developing training to meet NYCHA’s needs.

Knowledge of NYCHA policies and procedures, housing laws and standards pertaining to property

management, such as local and state building codes and other municipal regulations, Fair

Housing Laws, Landlord-Tenant Law, OSHA, Department of Housing and Urban Development

("HUD") rules and regulations.

Ability to prepare and monitor budgets, calculate rent and adjustments, knowledge of NYCHA’s procurement process.

Proficiency in Microsoft Office products: Word, PowerPoint, Outlook, and Excel.

Familiarity with NYCHA dashboards.

Ability to travel to developments citywide to perform site assessments and/or deliver field-based training.

Residency Requirement

New York City residency is generally required within 90 days of appointment.
