JOB DESCRIPTION:
Under general supervision of the Small Purchasing Manager, with considerable latitude for independent initiative and decision making initiative, performs very responsible and highly complex or supervisory work in purchasing goods, services and/or construction, and in processing procurement documents and payments for the Staten Island Ferry. Performs related work.
EXAMPLES OF TYPICAL TASKS: Assist the Small Purchasing Manager in the creation and use of a new tracking system for Division requisitions, shipping instructions, receiving reports, vendor payments and use of requirement contracts; and in receiving and reviewing quotes from vendors to process a requisition in the NYC Financial Management System (FMS) and Passport for Division personnel. Prepare purchasing approvals and documentation for entry into FMS and/or Passport to create requisitions. Receives and reviews quotes from Division personnel to enter and process a requisition for the creation of a purchase order in the DCAS DMSS Requirement Contract system. Prepares solicitation documents required for all methods of procurement of routine or moderate complexity. Develops descriptions and specifications in order to establish the appropriate need for the Division. Processes procurement documents and contracts and confers with, advises and coordinates operational, technical and professional staff during the procurement process. Reviews bids and determines the most reasonable price in relation to market conditions, provides recommendations for contract awards, modifications, formal requests for time extension on contracts. Provide sample of items to Division requestor to determine compliance with specifications or standards, accepting substitute items when appropriate. Reviews all solicitation documents submitted by contractors to ensure conformity to solicitation requirements and prepares summary analyses and recommendations for ACCO. Makes recommendation for award of contract based on contractor's non-responsibility, and poor or non-performance. Oversee request and submissions to Fiscal Affairs and assist with contract invoicing in Passport. During the temporary absence of immediate superior, perform the duties of that individual. Establishes and maintains supervisory controls to ensure the unit's work is processed in a consistent and timely manner.

TWIC REQUIREMENT: Once selected for employment at the Staten Island Ferry, federal regulations require that the applicant must either undergo a federal background check as part of the Transportation Worker Identification Credential (TWIC) program or already possess a TWIC. 1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
