The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.
Under direction of the Executive Director, Salary Administration/Contracted Support Services & Headcount Control, with wide latitude for independent initiative and judgment, performs difficult professional work for Contracted Support Services and assists the Executive Director in the management, preparation, review and processing of procurement documents and contracts.
Human Resources Solutions (HRS)/Contracted Support Services Unit is recruiting for one (1) Associate Staff Analyst, to function as a Lead Contract Specialist, who will:
- Supervise OCSS unit staff.
- Ensure the temp contracts work process is conducted in an efficient, accurate and timely manner;
checks for compliance with NYC Mayor's Office of Contracts established rules and guidelines.
- Monitor agency’s compliance with Chapter 13 of the City Charter, and with the Rules of the
Procurement Policy Board and conduct bid analysis and evaluate vendor’s qualifications to ensure
that they meet the agency’s requirements.
- Act as a liaison with the Contracts and Budget Division to facilitate the approval and implementation
of contracts; make recommendations to division management for contract awards, modifications
and/or requests for contract extensions.
- Responsible for bi-weekly and monthly fiscal summary report, detailing expenditures vs. budget
allocations for Agency contract.
- Prepare written summary report highlighting key points, making recommendations to division
management on provision of additional funding.
- Review vendor invoices, temp workers' weekly timesheets to submit to Vendor Payment Unit to
process payments and monitors funding balances for temp worker contracts.
- Monitor the Financial Management System (FMS) and other automated system data, to ensure
the availability of funds to process invoices or if additional funds must be encumbered.
- Coordinate the preparation of the contract bid specifications and reviews documents required for
all solicitations methods prior to advertising for bids/proposals with the Mayor’s Office of Contract
Services (OCS) and processes procurement documents for contracts in accordance with the NYC
Charter and the Procurement Policy Board (PPB) rules.
- Prepare contract documents for new contracts and MWBE participation goal worksheet and upload
document in the PASSPORT system.
- Prepare FORM 5 and W720 documents for new contracts or revision to existing contracts and
upload document in the Finance.net System.
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee
benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory full-time professional experience in the areas described in “1" above.
