HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.
Your Team:
The Office of Enforcement and Neighborhood Services (OENS) works closely with other HPD divisions and outside community partners to identify buildings with violation problems, assess and develop appropriate strategies to address those properties, and work closely with responsible owners to develop a plan to improve conditions and return buildings to firm financial footing and physical health. HPD uses enforcement tools within the Division of Code Enforcement, Housing Litigation Division, Emergency Repair Program or the Division of Special Enforcement to ensure compliance with legal and regulatory obligations.
The Office of Enforcement and Neighborhood Services is composed of 8 divisions:
- Preservation Services Exec Office (EXEC), Data Management & Technology (DMT), Division of Neighborhood Preservation (DNP), Administration & Internal Compliance (AIC), Housing Litigation Division (HLD), Division of Code Enforcement (DCE), Emergency Operations Division (EOD), Division of Special Enforcement (DSE)
Your Impact:
Under general supervision, with some latitude for independent action and decision, the selected candidate will perform as a Lead-Based Paint Analyst/Multiple Dwelling Specialist L2 in the Data Management and Technology Division (DMT).
Your Role:
As a Lead-Based Paint Analyst/Multiple Dwelling Specialist L2 in the Data Management and Technology Division (DMT) within the Office of Enforcement and Neighborhood Services (OENS), you will be responsible for, but not limited to the following:
Your Responsibilities:
- Prepare and monitor implementation plans (including technology needs) in response to new or amended Local Laws impacting lead-based paint and other enforcement activity within Enforcement and Neighborhood Services.
- Liaison with staff from ENS and other Agency Divisions to relay information and work on implementing changes to meet Local Law 1 and other legal requirements or Agency goals.
- Prepare workflows, user guides and procedure documents that clearly explain HPD operations when enforcing NYC lead-based paint laws, the Housing Maintenance Code and Multiple Dwelling Law.
- Test modifications made to Applications to ensure work is processed in compliance with Local Law 1 and other local laws; research and document issues reported by staff and make recommendations to leadership to address those issues.
- Assist with the preparation of reports for all areas within Enforcement and Neighborhood Services including the City Council Lead-Based Paint Annual Report.
Qualification Requirements:
1. Five years of full-time paid experience in the inspection of buildings for compliance with the New York City Multiple Dwelling Law, Housing Maintenance Code, Building Code, Zoning Regulations and other pertinent laws, rules and regulations or
2. An associate degree from an accredited college in civil or mechanical engineering technology, architectural technology, or a related field and three years full-time paid experience in building design or the engineering and/or architectural aspects related to building design and/or construction or
3. Education and/or experience which is equivalent to “1” or “2”.

- Excellent written and verbal skills as well as proficiency with PC software such as Microsoft Excel, Microsoft Access, Crystal Reports.
