The Division of Disease Control’s mission is to safeguard the health of New Yorkers through identification, surveillance, treatment, control, and prevention of infectious diseases, which is achieved through varied and interrelated endeavors of its seven Bureaus. The NYC Public Health Laboratory (PHL) is one of the largest local public health laboratories in the United States where employees contribute to the health and safety of NYC residents by providing clinical and environmental laboratory testing services. The NYC Public Health Laboratory (PHL) is one of the largest local public health laboratories in the United States offering a dynamic and innovative work environment where employees contribute to the health and safety of NYC residents by providing clinical and environmental laboratory testing services. We are seeking to hire a Laboratory Procurement Manager to manage procurement for PHL testing units, and oversee PHL's equipment inventory and remote temperature monitoring systems.

Job Duties and Responsibilities:
- Leading Section procurement team.
- Supervising, training, assigning work, and evaluating the performance of staff. Able to shift priorities in response to rapidly evolving work environment.
- Oversees Section expenditures and oversees budget data for grants and City funding.
- Collaborates with Section staff, leadership and fiscal unit to complete assigned duties.
- Oversees Section procurement including the obtaining of quotes and the preparation of requisitions.
- Assists in the creation of procurement contracts.
- Oversees the creation and execution of equipment service contracts.
-Prepares expenditure and other relevant reports as needed.
- Integral to planning and coordinating procurement for PHL’s relocation.
- Monitor and maintain critical laboratory supplies.
- Oversees PHL’s inventory system.
- Oversees Remote Temperature Monitoring system.
Preferred Skills:
- The ideal candidate would have prior experience in logistics, coordination, and ability to effectively communicate and liaise with leadership and external stakeholders.
- Prior experience with project management, including resource management, overseeing team activities and problem-solving.
- Strong analytical skills.

1. A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
2. A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
