Job Description

The New York City Department of Sanitation (DSNY) keeps New York City healthy, safe, and clean by collecting, recycling, and disposing of waste, cleaning City streets and vacant lots, and clearing snow and ice. DSNY is the nation's largest municipal sanitation agency, with nearly 10,000 employees, 59 district garages, and a fleet of more than 5,000 trucks, cars, and other types of equipment. The Department clears litter, snow, and ice from approximately 6,500 miles of City streets and removes debris from vacant lots as well as abandoned vehicles from City streets.

DSNY is seeking an experienced Laboratory Associate to join the Drug and Alcohol Testing (DAT) Unit at the Medical Division. The DAT Unit administers the Drug and Alcohol-Free Workplace Program and supports DSNY in promoting a clean, safe, and healthy environment for people city wide and its employees.

In the effort to maintain a safe and drug-free workplace, drug and alcohol testing is required under certain circumstances. Under direct supervision and as directed by the Director of the DAT Unit, the Lab Associate will collect urine specimens, administer Breath Alcohol Tests, and calibrate breathalyzer instruments. Certification is required in accordance with the CFR Title 49 Department of Transportation Part 40 - Procedures for Transportation Workplace Drug and Alcohol Testing Programs.
The Lab Associate must perform tests and/or tasks in compliance with requirements, regulations, and DSNY policy. The Lab Associate will be called upon at legal proceedings to testify on regulations, procedures, and DSNY policy. The Lab Associate will conduct scheduled periodic night testing during evening hours.
Responsibilities include, but are not limited to, maintaining breathalyzer instruments and packaging, preparing, labeling, storing urine specimens for courier pickup. The Lab Associate will be required to record all collections and results into the appropriate systems, utilizing appropriate measures to ensure accuracy. The Lab Associate may be called upon to write complaints, perform testing-related office work, and other related tasks as assigned.

Work will be conducted at the DSNY Medical Division and/or DSNY locations in and around the New York City metropolitan area including, but not limited to, the Drug and Alcohol Testing Unit and/or the Mobile Testing Unit.
The Lab Associate must have a valid driver’s license and the ability to report to DSNY locations as needed for periodic night testing during evening hours, including those locations not easily accessible by public transportation.

Minimum Qualifications

High school diploma or its equivalent and:
1. One year of appropriate full-time experience or training in a biological, chemical, or clinical laboratory; or

2. Eight credits, including laboratory coursework, in biology, chemistry, or medical technology, from an accredited college or university; or

3. A satisfactory equivalent combination of (1) and (2) above. However all candidates must have a high school diploma or its equivalent.


Preferred Skills

- At least one year of experience working in a drug and alcohol testing environment utilizing the Code of Federal Regulations (CFR), Title 49 Department of Transportation (DOT) Part 40 - Procedures for Transportation Workplace Drug and Alcohol Testing Programs. - Applicants must perform tasks in a professional manner while maintaining confidentiality must remain professional and courteous during all communications - Good verbal, written, and organizational skills - Ability to work well under pressure ability to multi-task - Comfort using computers, specifically MS Word and Excel.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
