Traffic Engineering & Planning Unit is responsible for conducting, reviewing, and approving traffic engineering analysis and methodologies including transportation planning assumptions for Environmental Impacts Statements, traffic and transportation studies and projects. These relate to every aspect of traffic operations and planning from curb-cuts to area-wide studies.
Traffic Engineering & Planning seeks a motivated candidate to work within a multi-disciplinary team dedicated to improving transportation in the city through various transportation studies and projects. The candidate will be responsible for conducting and reviewing traffic/transportation studies and projects. This involves conducting field surveys including traffic volume counts, street geometry, parking, land-use, trip generation, etc. The candidates should have a clear understanding of the relationship between land use and transportation as well as the four-step transportation planning process. Familiarity with the MPO / NYMTC RTP, and UPWP processes would be an advantage.
The candidate must be familiar with traffic and transportation engineering principles and policies and will be required to conduct traffic analysis using appropriate engineering software such HCS, Synchro and VISSIM, and will be responsible for conducting planning studies involving field surveys, research, analysis, developing recommendations, writing reports and making public presentations. Surveys will include traffic and crash data, street geometry, parking, and other characteristics, such as land use. The junior planner will be required to analyze data using various appropriate techniques as well as conduct traffic analysis. All recommendations should be developed using accepted traffic and transportation engineering principles and policies with a clear understanding of the relationship between land use and transportation. Coordination will be needed with other DOT units, other agencies, elected officials, community boards and other stakeholders. Selected candidate will be required to prepare and review transportation plans and proposals. The position also requires the ability to work both independently and as part of a team. Other tasks include preparing periodic reports to report accurate project status to the director and other agency staff; providing written and oral status reports and performing other duties as requested by the supervisor. The Division of Transportation Planning and Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working, and doing business in New York City. The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.
Preferred Skills:
Proficiency in HCS, Synchro/SimTraffic; AutoCAD, AutoTurn, Microstation; ArcGIS; knowledge of traffic simulation models (i.e., VISSIM, AIMSUN, etc.); Microsoft Word, Power Point, and Excel; publishing and graphics software strongly preferred; as well as knowledge of MPO (NYMTC) RTP process, transportation planning and traffic engineering principles traffic environmental impact studies; Highway Capacity Manual (HCM), MUTCD, AASHTO, and the CEQR Technical Manual. Excellent writing and oral presentation skills preferred. Valid NYS Driver's License required.

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or
2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or
3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or
4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or
5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.
SPECIAL NOTE:
In addition to meeting the minimum Qualification Requirements above:
To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.
To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.
