The New York City Housing Authority is seeking a Junior Program Manager for the Resident Relocations Services Department. This role is to support relocation of NYCHA residents at developments where planned major modernization or unplanned urgent repairs are required, including repairs to address health and safety issues. Reporting to the Senior Program Manager, with wide latitude for independent initiative and judgment, the Junior Program Manager will oversee the overall coordination of the relocation, including, planning and implementation of the move and the return to original apartment.

The Junior Program Manager duties will include but are not limited to the following:

- Assist Senior Program Manager with strategic planning, implementation, coordination, monitoring, and evaluation of NYCHA’s resident community relocation assignments and special projects.
- Perform and complete required work in the preparation of planning documents required for relocations.
- Provide Technical Assistance and training to subordinate staff in techniques of program implementation and management.
- Prepare evaluation reports, performs analyses, and reviews program plans, and performance.
- Collaborate with internal and external stakeholders extensively to advance the goals of the Authority and improve residents’ quality of life and the agency’s regulatory compliance regarding
relocations.
- Make recommendations on policies and procedures.
- Assist in identifying problem areas and recommending ways to improve and streamlining process flows.
- Meet with RRSD management team to ensure deliverables are aligned, as necessary.
- Perform other duties as assigned.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.

1. Proven ability to manage cross-functional teams. 2. Experience managing projects. 3. Excellent verbal, written, conceptual, organizational, communication, and analytical skills. 4. Ability to manage complex workload when tasked with multiple assignments under stringent deadlines. 5. Strong interpersonal skills and ability to interface with all levels of staff and external contacts. 6. Ability to handle sensitive information and deal with complex issues. 7. Proficiency in MS Office, including Word, Excel, Power Point, and Outlook.
