Our Agency’s five strategic priorities, building off a recently-completed strategic planning process emerging from the COVID-19 emergency, are:
1) To re-envision how the Health Department prepares for and responds to health emergencies, with a focus on building a “response-ready” organization, with faster decision-making, transparent public communications, and stronger surveillance and bridges to healthcare systems 2) Address and prevent chronic and diet-related disease, including addressing rising rates of childhood obesity and the impact of diabetes, and transforming our food systems to improve nutrition and enhance access to healthy foods
3) Address the second pandemic of mental illness including: reducing overdose deaths, strengthening our youth mental health systems, and supporting people with serious mental illness
4) Reduce black maternal mortality and make New York a model city for women’s health
5) Mobilize against and combat the health impacts of climate change

Program and Job Description:

The nation's leading local health department seeks a technical Project Manager to join its award-winning, innovative technology team in revolutionizing public health technology. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise-wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations. The Bureau of Technology Strategy and Project Management provides business analysis and IT project management services to define and deliver IT solutions that meet the specific needs of all DOHMH divisions. IT Strategy & Project Management staff collaborate with staff across the agency to: Conduct a core business analysis of operations and recommend the most appropriate IT solution(s); Provide guidance through the IT Governance process to receive appropriate approvals for IT initiatives, including procuring vendor agreements (contracts and Requests for Proposal (RFP)); Provide project management and training for new and upgraded IT applications; Provide Level 2 product support for all IT systems; Conduct functional, performance, and security compliance tests for both custom-built and outsourced web applications. The ideal candidate will be experienced in fast-paced environment, customer-service oriented, wide spectrum of business process re-engineering experience and a problem solver with strong communication skills, able to quickly identify critical elements in complex business processes, and who is able to take initiative, work independently, and collaborate effectively with others.

Duties will include but not be limited to:

- Establish and foster relationships with assigned internal clients and stakeholders; provide expert advice and excellent customer service
- Understand clients’ business processes to better guide them on technology decisions
- Prepare a plan document defining the project schedule and budget, project team framework and scope, highlighting the milestones and the execution strategy
- Convert business requirements into a technical architecture and design; implement IT applications and solutions by working with stakeholders
- Oversee the RFP and procurement process
- Assist in the development and review of technical specifications for the procurement of IT systems and services, including the evaluation of vendor submissions solicited via bids, requests for information and proposals
- Provide vendor management from start to completion of project
- Oversee the Business Analysis process
- Gather requirements for changes to existing systems and building new systems
- Monitor developments regarding various architectural platforms including hardware, software, and network communication components, as well as mobile technology, relational database technology, data integrity and distribution, and application and data architecture
- Analyze and make recommendations regarding the possibility of optimizing and enhancing existing functionalities
- Maintain and update the project schedule on a regular basis
- Triage issues and manage support for IT applications
- Conduct status meetings. Assure proper articulation and reporting of project status to stakeholders and executive management
- Develop rollout plan and oversee deployment into production, including developing a support plan.


Minimum Qualifications

1. A baccalaureate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and four years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

2. An associate degree from an accredited college in computer science, engineering, human computer interaction, interactive media, digital and graphics design, data visualization, communication or a related field, and six years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

3. A baccalaureate degree from an accredited college, and eight years of satisfactory full-time experience related to the area(s) required by the particular position and a specialization in a relevant technology, process, methodology and/or domain; or

4. Education and/or experience which is equivalent to "1", "2", or "3" above.


Preferred Skills

- 7+ years of experience in a role as IT project manager leading complex, enterprise-wide technical and/or business initiatives - 7+ years of experience with managing SDLC Waterfall and/or Agile methodology projects - 7+ years of experience in creating project management artifacts (project charter, project plan, timelines (MS Project or other project management software), requirements documents, project and resource planning, deployment plans, support plans, conversion plans - 4+ years in gathering requirements, business analysis, use cases and creating functional requirements documents - 3+ years of experience managing web-based applications especially .net web-based solutions - 3+ years of experience with SQL Server and SQL Server Integrations Services - 3 + years in vendor management - Experience with programming in .net and/or java web-based applications is a plus but not mandatory - PMP certification preferred but not mandatory - Experience working with City of New York agencies is a plus but not mandatory - And working with electronic medical records and x-ray technologies is a plus but not mandatory.
