Major Responsibilities

- Under supervision, with wide latitude for independent initiative and judgment, develop clear, straightforward plans that meet project objectives.
- Advocate Agile principles and values; serve as a product owner.
- Conduct requirements gathering sessions, document requirements and manage product backlog.
- Monitor progress and effectively take corrective measures when necessary.
- Analyze and manage project risk; concisely report issues and risks to management.
- Communicate and facilitate communication with the team, project sponsors, clients, external vendors and other important stakeholders.
- Motivate the project team to reach their full potential, steer team toward a path to success.
- Ensure implementation of project management processes and methodologies for software development and enhancements.
- Ensure adherence to quality standards and divisional expectations; maintain open and active communications with various internal/external organizations.
- Coordinate with the Application Development Unit to assist with monitoring of resource allocation.
- Conduct or assist in application testing planning, coordination and execution activities.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

1. Experience leading complex, enterprise-wide technical and/or business initiatives. 2. Experience managing Software Development Life Cycle Waterfall, hybrid and/or Agile methodology projects. 3. Experience creating project management artifacts (project charter, project plan, timelines (Microsoft Project or other project management software), requirements documents, project and resource planning, deployment plans, support plans and conversion plans. 4. Experience gathering requirements, business analysis, use cases and creating functional requirements documents. 5. Experience managing web-based applications especially .net and Java web-based solutions. 6. Experience with vendor management. 7. Excellent communication and interpersonal skills. 8. Strong analytical skills and ability to manage and report complex information. 9. Experience with data collection, analysis and interpretation. Experience with writing and running queries in MS SQL. 10. Desire to grow professionally, develop new skills and willingness to learn new technologies/processes as necessary. 11. Ability to prioritize and work in fast-paced environment with hard deadlines. 12. Fluency in Microsoft Word, Excel, Outlook, Visio, Project, Teams and PowerPoint. 13. Experience working with City of New York agencies. 14. Experience with MS Dynamics, Salesforce and Tableau.

Residency Requirement

Residency in New York City, Nassau, Orange, Rockland, Suffolk, Putnam or Westchester counties required for employees with over two years of city service. New York City residency required within 90 days of hire for all other candidates.
