PROGRAM AND JOB DESCRIPTION:

The nation's leading local health department seeks a IT Product Manager to join its award-winning, innovative technology team in revolutionizing public health IT. The New York City Department of Health and Mental Hygiene (DOHMH) uses the latest technologies and enterprise-wide application solutions in its groundbreaking work to promote and protect New Yorkers' health and improve DOHMH's business operations. The Division of Information Technology aims to align technology solutions with the DOHMH mission by prioritizing resource use and deploying innovations that facilitate the agency's day-to-day activities and enhance staff productivity and efficiency. Our goal is to provide users with a reliable, stable, and safe computing environment, through the collaboration of the Bureau of Technology Strategy & Project Management provides business analysis and IT project management services to define and deliver IT solutions that meet all program needs. The Bureau of Technology Strategy and Project Management provides project management, business analysis, vendor management and product support services to define and deliver IT solutions that meet the business needs of our partners throughout the agency. Bureau staff collaborate across the agency to conduct core business analyses of operations and recommend the most appropriate IT solutions; lead the IT governance process from project intake through the entire software development lifecycle; lead efforts in technology contracting and procurement processes; implement products in secure, flexible and scalable infrastructure; and provide Level 2 product support for all IT systems.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:

Provide technical support for applications. Troubleshoot and resolve technical issues related to systems including database, application specific web services and integration points with external systems).
Work closely with program staff to troubleshoot and investigate reported issues. Provide scripting support to resolve existing issues and implement new features.
Maintain design and business rules documentation when there are change requests. Manage the testing and deployment of new core product releases from the application vendor.
Manage the release build process, including bug resolution and determine the features to be included in each build. Support and maintain the multiple application environments (development, quality assurance, staging and production) required for software fixes and new features to be developed, tested, and approved for use in the production system. Determine the features to be included in each build.
Coordinate user training for new features. capture issues and assist with resolution, ensure proper follow-up occurs and that all issues are resolved within an estimated timeframe Collaborate and work with a matrix-based team of staff including clinical and disease program staff, development team, DBAs, network and security teams, vendors, and consultants Set up just-in-time training for new users. Ensure needed updates and enhancements are captured and communicated to project management. Investigate, prioritize, and follow-up on application bug fixes and issues. Maintain user access control. Assist with system deployments, upgrades, QA, and post-production support. Assist in application usage and other administrative actions within the application. Troubleshoot issues and perform system maintenance tasks. Investigate system issues, identify, and escalate issues for resolution within team, the vendor and/or internal IT resources. Communicate with users regarding application requirements, enhancements and troubleshooting issues.

Minimum Qualifications

1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or

2. A four-year high school diploma or its equivalent approved by a State’s department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in “1” above; or

3. Education and/or experience equivalent to “1” or “2”, above. College education may be substituted for up to two years of the required experience in “2” above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.


Preferred Skills

Ability to work in a healthcare environment, handle multiple tasks simultaneously and quickly learn new technologies and applications. Strong technology background with good understanding of application development/methodologies Strong verbal and written communications skills to communicate with the end users, documenting the issues and collaborating the other IT teams. Problem solving skills. Experience with laboratory information management systems, and integration methodologies Experience with healthcare system technical support and development of new enhancements for Laboratory Information Management System (LIMS), Surveillance or Clinical Systems
