The New York City Taxi and Limousine Commission (TLC) is the nation’s largest for-hire transportation agency, licensing and regulating the City’s yellow and green taxicabs, for-hire vehicles (including apps like Uber, Lyft, and Via), commuter vans, and luxury limousines. Duties and Responsibilities:
The TLC Information Technology (IT) department is looking for a Product Owner to join the Product Team who will help the agency achieve its goals through research and analysis for IT initiatives and projects that address complex business needs. Reporting to the Chief Product Officer, the Product Owner will work closely in partnership with TLC divisions to understand and document requirements for IT requests, help prioritize the request backlog, and clearly communicate with IT teams, business stakeholders, and executive management throughout the implementation lifecycle.

Responsibilities:
- Evaluate requests from stakeholders for enhancements and projects, perform research and analysis to understand the request and potential impacts.
- Meet with business stakeholders as needed to understand and document requirements for IT enhancements and projects, including but not limited to cyber security projects and enhancements.
- Assist stakeholders in managing and prioritizing their product backlogs. Provide expertise on advantages and disadvantages of prioritizing one request over another and help build consensus among various stakeholder groups.
- Assist IT teams in developing innovative technology solutions that address business needs.
- Communicate clearly and frequently with IT teams, business stakeholders, project sponsors, clients, external vendors, and executives on the status of requests.
- Monitor progress of IT initiatives, including but not limited to cyber security projects and enhancements, and regularly communicate status to stakeholders.
- Actively participate in IT projects and sprints to articulate business requirements and clarify business needs. Solicit feedback from stakeholders as needed to facilitate project or enhancement implementation.
- Coordinate with stakeholders to ensure user acceptance testing (UAT) is performed.
- Serve as a subject matter expert in the development of content for cyber defense tools.
- Coordinate with enterprise-wide cyber defense staff to validate network alerts.

1. A baccalaureate degree, from an accredited college including or supplemented by twenty-four (24) semester credits in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or

2. A four-year high school diploma or its equivalent approved by a State’s department of education or a recognized accrediting organization and three years of satisfactory experience in any of the areas described in “1” above; or

3. Education and/or experience equivalent to “1” or “2”, above. College education may be substituted for up to two years of the required experience in “2” above on the basis that sixty (60) semester credits from an accredited college is equated to one year of experience. In addition, twenty-four (24) credits from an accredited college or graduate school in cyber security, network security, computer science, computer programming, computer engineering, information technology, information science, information systems management, network administration, or a pertinent scientific, technical or related area; or a certificate of at least 625 hours in computer programming from an accredited technical school (post high school), may be substituted for one year of experience.

The preferred candidate should possess the following: - 4+ years of business analysis and/or project management experience on information technology projects, including but not limited to software, network, security, and/or information systems projects. - Experience documenting business requirements, user stories, and acceptance criteria - Excellent interpersonal skills including, collaborating, team building, facilitation skills, negotiation skills, and conflict resolution skills - Exceptionally curious and detail-oriented able to analyze requirements and think outside the box to develop innovative solutions to meet business needs - Strong analytical, planning, and organizational skills - Excellent oral and written communication skills when interacting with both business and IT individuals at all levels - Knowledge of Agile principles and values and experience participating in or leading agile/scrum projects - Proficiency in Microsoft Office (Project, Excel, PowerPoint, and Word), SharePoint - Professional/Certified Scrum Master or Certified Scrum Product Owner certification desired - Understanding of cyber security concepts, processes, and strategies a plus - Knowledge of TLC operations and processes preferred
