The License Division covers the licensing of all firearms in New York City and the application processes for sound amplification device and parade permits. The NYPD License Division is responsible for the application process, screening, and issuing of various types of handgun licenses, as well as rifle and shotgun permits. Sound amplification device permits are usually issued by the local precinct. The NYPD reviews and approves applications for parade permits, which are organized by the Mayor's Office of Citywide Event Coordination and Management.
Under close supervision, Investigator Trainees assigned to the Legal Bureau will receive training in performing or assist in performing the following: search for and review Department records for the purposes of production to District Attorneys' offices, or in response to subpoenas; assist in reviewing documents and preparing records for production in both civil and criminal cases; and may perform related tasks. Investigator Trainees will receive training to be able to work on the following:
- Conducting extensive checks using state and federal databases to research background of applicants including mental, order of protection, civil response, FBI response, DMV check
*If criminal HITS are found, documentation is made.
*Verify NRA training.
- Analyze new applications for pistol handguns and create application documentation form.
- Verify requested documents submitted for applications are valid. (between 10 to 30 documents; depending on individual applicants)
- Edit submitted documents to correct labelling for clarity and layout.
- Scan documents and upload if difficult to read when submitted by applicant.
- Create individual background folders for each applicant.
- Store submitted documents and background checks into individual folders.
- Add background checks to application database.
- Make sure both background folder and applicant’s database has identical documents.
- Create a checklist if additional documents are needed.
- Email applicant if additional documents are needed with the checklist and forms for completion.
- Interview Applicant, call if additional documents are needed and notify email was sent.
- Document when calls and emails are made to applicant.
- Make notations when additional information is disclosed that is not on application.
- Add additional documents when applicant emails valid requests to background folder and database.
- Recommend application to Burlingame if applicant has taken a while to submit documents.
- Link all documents individually to their designated sections in database and verify attention if needed for each section when all documents are submitted.
- Create approval or disapproval letters.
- Recommend applicant for disapproval with a summation of investigation.
- Liaise with supervisor and trainer when query is needed OR new directions are given for processing.
1. A four-year high school diploma or its educational equivalent and permanent employment in the Human Resources Administration/Department of Social Services, Department of Citywide Administrative Services, or New York City Police Department as a:
Clerical Associate; Secretary; Case Aide Eligibility Specialist; * Human Resources Technician; * Human Resources Technician (Employment Development and Training); * Senior Human Resources Technician; * Senior Human Resources Technician (Employment Development and Training); or Police Administrative Aide.

Appointment to this title will be made only through a Non-Competitive examination pursuant to Personnel Rule 6.1.9 as part of a training program authorized by the New York City Department of Citywide Administrative Services.
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
