The Mayor's Office of Special Enforcement (OSE) is responsible for coordinating enforcement efforts across City agencies to address quality of life issues, including illegal conversions of residential buildings into hotels, massage parlors, notorious adult use locations, lawless clubs, and trademark counterfeiting bazaars. The OSE ensures that these enforcement efforts are leveraged across all five boroughs to address dangerous conditions at properties that require a coordinated, multi-agency response.
Under general supervision, the selected candidate will be responsible for the following:
- Conducting on-line research, investigation, and evidence gathering for advertisement and offering of illegal short-term (less than 30 days) rentals across the City
- Reviewing and researching applications for short-term rental registrations
- Issuing Administrative summonses based on Multiple Dwelling Law 121 and Admin. Code 28-287.1, preparing evidentiary package, and testifying before administrative tribunals or courts
- Utilizing various databases and web-based programs to verify and gather information and research public records
- Organizing, generating, and preparing electronic and paper records and files based on complaints received, inspection conducted, violations issued, or other investigative records
- Performing fieldwork including serving summons and violations and/or posting summons and violations
- Performing compliance checks to ensure proper and complete paperwork received in relation to request for re-inspection
- Interviewing subjects and witnesses, testifying at administrative hearings and criminal trials, gathering, analyzing and developing intelligence, writing lengthy, narrative reports, responsible for a caseload of investigations
- Responding to telephone and in-person inquiries

Only permanent Investigators, applicants who provide proof of tentatively passing the Investigator portion of the New York City Bridge Exam No. 2978, and applicants as indicated below will be considered will be considered.

1. A four-year high school diploma or its educational equivalent approved by a State's Department of Education or a recognized accrediting organization, and three years of satisfactory full-time
experience as an investigator evaluating credit worthiness, searching for assets, verifying information concerning education, experience, and other personal qualifications bearing upon character and fitness for employment; or performing investigations involving the research, compilation and/or location of evidence or information in order to build a case or uncover activities of a criminal, corrupt, unlawful or unethical nature; or
2. An associate degree from an accredited college or university or 60 semester credits from an accredited college and two years of satisfactory full time experience as described in “1” above; or
3. A baccalaureate degree from an accredited college or university; or
4. A satisfactory combination of education and/or experience equivalent to “1”, “2”, or “3” above.
