The Labor Relations unit is responsible for all employee disciplinary matters, including but not limited to performing involuntary separations, conducting disciplinary hearings and confidential investigations, and enforcing all agency rules, regulations, and policies in effect. The unit is also responsible for all agency related labor relations matters, including but not limited to employee grievances, union consultations, contract administration and review, policy reviews and agency compliance. As well as scheduling and facilitating onsite and virtual union meetings. Investigator Employee Discipline_ Labor and Employee Relations

Under supervision, with latitude for independent action and decision, the Investigator, Employee Discipline’s responsibilities will include but not limited to:
- Maintain intake records and fielding of complaints brought by employees and management;
- Conduct fact-finding interviews of subjects and witnesses and drafting detailed narrative reports;
- Meet with supervisors and managers to discuss activities, concerns, and findings in investigations;
- Manage caseload of investigations involving complaints and allegations of misconduct;
- Search and review various, often complex, and voluminous agency records, including but not limited to disciplinary and personnel records;
- Access and navigate various database and web-based programs to verify and gather information;
- Analyzing and enforcing agency rules, regulations, codes, and policies;
- Testify at administrative hearings;
- Work in close coordination with City investigatory agencies;
- Conduct background investigations for employees;
- Review and interpret citywide policies and providing guidance as necessary;
- Undertake special projects and tasks as assigned by the Director


Minimum Qualifications

1. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in one or more of the fields of accounting, auditing, correction administration, criminal justice administration and planning, forensic science, and security, or in a major operational area of the agency in which the appointment is to be made; or
2. A baccalaureate degree from an accredited college; or
3. Education and/or experience equivalent to "1" or "2" above.

The successful candidate should possess the following: - Must have a strong investigative background - Excellent communications skills, strong analytical and writing skills, - Ability to be objective and thorough in conducting employee investigations - Ability to work well in a team environment and professionally interact with all levels of supervisory staff - Must have strong organizational, time management and logistical skills - Demonstrated ability to prioritize and successfully carry out multiple assignments and meet deadlines.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
