New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.

The Response Bureau is responsible to monitor incidents throughout the City, alert the public and City agencies, initiate NYCEM response, on-scene coordination and special event planning and coordination. It is comprised of for Watch Command, Field Response Unit, and the Response Support Unit.

Field Operations is comprised of emergency services and emergency management professionals who respond to multi-agency and complex incidents in New York City. This also facilitates on-scene interagency coordination and provides situational awareness and gaps analysis of an incident.

The Interoperability Coordinator plays a critical role in the city’s interoperable communications effort. The IC works with emergency response agencies and communications personnel across all levels of government to implement a citywide strategic vision for interoperability. This includes improving the ability of emergency response agencies to talk to one another via communication systems to exchange voice and/or data with one another on demand, in real time, when needed, and as authorized.

The Interoperability Coordinator’s responsibilities include but are not limited to the following:
- Serving as a member of the Field Response Unit and is expected to train and work tours as a Citywide Interagency Coordinator (CIC).
- Responding to emergency incidents and coordinating the activities of agencies and organizations utilizing the Citywide Incident Management System.
- Supporting emergency operations and planned events with assets and equipment providing operational communication support as needed throughout the city.
- Maintaining operability for all NYCEM radio equipment, including managing equipment inventory; training other staff on equipment operations; repairing, programming, and updating existing equipment; and procuring new equipment to ensure NYCEM is using up-to-date, interoperable technology to communicate internally and with partner agencies.
- Overseeing and directing the development, coordination and implementation of policies, plans, standards, and programs related to interoperable and emergency communications, including those related to land mobile radio communications.
- Serving as a member of the Statewide Interoperable and Emergency Communications Committee and coordinating the New York City Interoperable Communications Committee, under the guidance and supervision of the ICC Chairman (NYCEM Executive Director of Field Operations).
- Supporting logistic and radio communications, formulating incident action plans, participating in drills and exercises.
- Performing other duties as assigned by the Director of Field Response or Response Bureau leadership.

Minimum Qualifications

1. A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or

2. A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or

3. A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed “1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.

4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.

Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.


Preferred Skills

- At least 5 years experience working with radio technology, including programming, repair, and inventory management. - Valid NYS Driver’s License - Ability to analyze, evaluate, and make sound decisions in difficult and stressful situations. - At least two years of supervisory or management experience. - Clear understanding of basic emergency response principles. - Training in Incident Command System. - Awareness-level training in Chemical/Biological/Radiological/Nuclear/Explosive (Hazmat). - Strong writing and communications skills, interpersonal skills, and organizational skills. - Proficiency with Microsoft Office applications (Word, Excel, Access, and PowerPoint). - Ability to work in dynamic, high-stress environments. - Ability to work in adverse environmental conditions for extended periods during emergency incidents and planned events. **Studies have shown that women, people of color, and other under-represented groups are less likely to apply for jobs unless they believe they are able to perform every task in the job description. Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
