The Administration for Children’s Services (ACS) protects and promotes the safety and well-being of New York City’s children and families by providing child welfare, juvenile justice, and early care services. In child welfare, ACS contracts with private nonprofit organizations to support and stabilize families at risk of a crisis through preventive services and provides foster care services for children not able to safely remain at home. Each year, the agency’s Division of Child Protection responds to more than 50,000 reports of suspected child abuse or neglect. In juvenile justice, ACS manages and funds services including detention and placement, intensive community-based alternatives for youth, and support services for families. ACS is also a key part of NYCs early childhood and education continuum, providing childcare assistance to thousands of child welfare involved and low-income children so they can access safe, affordable, quality care.

The Division of Child and Family Well- being (CFWB) has three (3) borough-based Resource Areas (RAs) responsible for verifying and re-certifying the eligibility of all low income (non-TANF) families for voucher child-care services. This includes Eligibility Determination and Administrative which includes Intake, Data Entry and Scanning & Indexing. The intake team responds to and manages inquiries regarding childcare from walk-in families, email and telephone inquiries. The intake team also accepts childcare subsidy applications and recertifications via walk-ins, shared email boxes, a third-party vendor (I drive folder), and an online portal. These applications are assigned to case processors for eligibility certification in the Resource Area Control Log (RACL). Intake staff plays a critical role in this process, ensuring that cases are assigned in a timely manner so that we can adhere to State mandates regarding the childcare processing time frame.

Other responsibilities include:

- Coordinate, prepare and distribute appropriate communications to parents and programs
- Liaise with and provides information to the Central Intake Team and other RA unit staff
- Provide technical assistance and support to childcare programs in eligibility and enrollment issues
- Research and review case and program information in the Automated Child Care Information System (ACCIS)
- Assist with special projects, as needed
- May assist clients and programs in person with childcare applications and inquiries
- Data-enter case information into Control Log
- Receive Child Care Applications via Vanguard electronic files, email, fax and USPS Mail
- Review cases for accuracy and ensure that all pertinent documents are received.
- Troubleshoot/follow up, when necessary, missing documentation from case files.
- Assign cases to case processors using the Resource Area Control Log (RACL)
- Conduct a WMS search in ACCIS to determine whether the family is in receipt of cash assistance, if so, prepare a denial letter and refer the family to their HRA Benefits Access Center


Minimum Qualifications

Qualification Requirements
1. High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
2. Education and/or experience which is equivalent to "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
