The New York Cit Housing Authority (NYCHA) is the nation’s largest public housing authority, with an operating budget of $3.3 billion and over 11,000 employees who manage and maintain 311 developments that house about 400,000 residents. NYCHA also operates the country’s largest Section 8 program, which provides rental assistance to about 200,000 additional people.
Reporting to the Vice President of Property Management Operations | HUD Inspections, with latitude for the exercise of independent judgement and initiative, the Inspector (Housing) of the department will be responsible for a portfolio of work related to the administration of a vendor contract for Annual Apartment Inspections, National Standards for the Physical Inspection of Real Estate (NSPIRE) field work training, health and safety deficiency follow-up, as well as performing other duties related to the department’s portfolio.
The Inspector (Housing) must have advanced knowledge of the Annual Apartment Inspection process, NSPIRE standards, and the ability to assess the quality of minor repair work that has been made by vendor staff. The Inspector will be expected to perform their duties in the field at NYCHA properties located in all five boroughs, when required.
The Inspector will be responsible for the following:
- Develop and maintain a schedule of apartment inspections for the vendor to perform.
- Perform outreach to residents regarding scheduled apartment inspections. Outreach will consist of distributing notices, placing phone calls and knocking on doors the day of the
inspections.
- Monitor vendor field work to ensure effective, compliant procedures are used by vendors and act as vendor supervisor to help solve issues that might arise in the developments throughout the
five boroughs.
- Monitor project status to ensure compliance with schedules and contract deliverables.
- Review project correspondence and prepare timely responses.
- Review minor repair work performed by the vendor, either in person or through Maximo work orders.
- Escalate issues to the PMO HUD Inspections team Director on progress at developments and help solve recurring problems.
- Perform on-site NSPIRE Preparation Trainings.
- Shadow NSPIRE Inspectors during inspections.
- Perform Health and Safety deficiency reviews and certifications to HUD and follow up with development staff for these deficiencies on site.
- Perform special projects / initiatives as needed.

1. Five years of full-time experience performing one or a combination of the following:
(a) As a journeywoman/journeyman (i.e., fully-trained, knowledgeable,
experienced, proficient and competent) in at least one of the following
trades: masonry, carpentry, plumbing, plastering, or ironwork; or
(b) As agent in charge of the maintenance and repair of multiple dwellings for a real estate management organization; or
(c) Performing field inspections requiring the gathering and reporting of data concerning the physical aspects of housing or of building construction or renovation; or
2. At least three years of experience as described in "1" above, plus sufficient education in an accredited college or technical school in the trades listed in "1(a)" above, towards a baccalaureate degree in engineering, architecture, engineering technology, construction, construction management, construction technology, or architectural technology to make up the remaining equivalent of the required total of five years of experience, on the basis that one year of acceptable experience will be credited for each 30 semester credits of relevant education; or
3. Completion of at least three years of apprenticeship in housing inspection plus sufficient experience as described in "1" above to make up the remaining equivalent of the required total of five years of experience; or
4. Completion of a five year apprenticeship in housing inspection; or
5. A baccalaureate degree from an accredited college or university, in engineering, architecture, engineering technology, construction, construction management, construction technology, or architectural technology; or
6. Any baccalaureate degree from an accredited college or university, plus one year of experience as described in "1" above. In "1", "2", "3", and "6" above, six months of experience will be credited for each year of apprenticeship in the building trades, up to a maximum of two years of experience.
License Requirement
A motor vehicle driver license valid in the State of New York. This license must be maintained for the duration of employment.
- Knowledge of Authority policies and procedures, local and state building codes, and other municipal regulations, Department of Housing and Urban Development (“HUD”) rules and regulations. - Advanced knowledge of PHAS inspections and NSPIRE. - Proficiency with using Maximo and iWM application. - Familiarity with NYCHA’s data warehouse reports. - Strong communication and writing skills. - Ability to interpret policies and guidelines and make sound decisions prepare clear concise reports and recommend improvements communicate effectively both written and verbally. - Ability to establish and maintain effective working relationships with peers, superiors, vendors and outside agencies. - Ability to multi-task.
