ABOUT THE CAMPAIGN FINANCE BOARD

The New York City Campaign Finance Board manages New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is the centerpiece of this progress.

ABOUT THE DEPARTMENT

Candidate Guidance and Policy (CGP) includes the Candidate Services, Candidate Policy & Communications, and Records, Data & Information units. Together, these units help candidates, treasurers, campaign staff, and political committees navigate the Campaign Finance Program through trainings, published guidance materials, and one-on-one support.

We also administer, process, and track candidate compliance with public funds eligibility requirements such as the Certification deadline, Conflicts of Interest Board (COIB) financial disclosure and the submission of Statements of Need and Active Candidacy. We obtain and maintain candidate ballot status; review and process disclosure statement filings and documentation; and work with other CFB units to set and document candidate-related policies, procedures, and deadlines.

JOB DESCRIPTION

The Independent Expenditures & Political Committees Liaison will handle all aspects of independent expenditure disclosure, oversight, and trainings, as well as interface with non-candidate political committees and transition and inaugural entities (TIEs). Responsibilities include but are not limited to:

- Serve as caseload manager and primary liaison between the CFB and independent spenders and political committees.

- Review, process, and manage political committee registrations, including renewal process.

- Coordinate the issuance of disclosure filing and compliance reminders to transition and inaugural entities (TIEs).

- Perform compliance review of TIE disclosure statements and assist elected official with the cease filing requirements.

- Research and conduct outreach to individuals and organizations that may be subject to independent expenditure disclosure requirements.

- Monitor and assist independent spenders in preparing campaign finance disclosure reports.

- Conduct trainings for independent spenders regarding compliance with campaign finance regulations and use of the Independent Expenditure Disclosure System (IEDS).

- Ensure accurate public disclosure for independent spenders, TIEs, and registered political committees.

- Analyze disclosure reports for compliance with applicable laws, rules, and policies.

- Summarize and refer findings of non-compliance to the Legal unit.

- Update and prepare training and guidance materials in accordance with the latest rules and applicable laws.

- Review and propose business requirements for future enhancements and technical development of IEDS.

- Test and approve new functionality to IEDS, the CFB Portal and other CFB systems and applications.

- Represent division and/or supervisor as required at meetings (including Board meetings), internal communications, and on special projects.

- Support division-impacting projects that align with the agency’s strategic goals.

- Knowledge of or familiarity with campaign finance and/or independent spending issues generally.

- Knowledge of and/or demonstrated interest in New York City government and politics.

- Knowledge of or familiarity with New York City elections.

- Knowledge and understanding of diversity, equity, and inclusion principles is a plus.

PREFERRED QUALIFICATIONS

- Experience working on political campaigns, voting rights, campaign finance reform or in a customer-focused environment.

- Familiarity with compliance or disclosure software.

- Ability to communicate in a language other than English.

Minimum Qualifications

1. A baccalaureate degree from an accredited college including or supplemented by at least 12 credits in one or more areas relevant to the duties described above, and one year of satisfactory full-time experience relevant to the duties described above; or
2. A four-year high school diploma or its educational equivalent and five years of experience as described in "1" above; or
3. Education and/or experience equivalent to "1" above.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
