NYC Parks manages more than 30,000 acres or 14% of the city’s land, encompassing more than 5,000 individual properties. The Capital Division at NYC Parks is responsible for managing the design, construction, and administration of capital projects to expand, improve, and revitalize these public spaces. The Interfund Agreements (IFA) Unit plays a critical role in this process, serving as a bridge between Human Resources and Capital Budget functions by ensuring the accuracy of project charges and managing the IFA budget, which funds City staff who work on capital projects. The unit also serves as a liaison on these matters to the NYC Office of Management and Budget (OMB), which authorizes spending for all City agencies.
Major Responsibilities
- Under general direction from the Director of Capital Budget, with latitude for independent initiative and judgment, oversee the Interfund Agreements (IFA) Unit, which manages and tracks IFA budgets for all IFA-funded positions and capital projects at NYC Parks.
- Serve as the primary liaison between NYC Parks, the NYC Office of Management and Budget (OMB), and all other City agencies/entities on all IFA-related matters.
- Compile data from Financial Management System (FMS), CityTime, Unifier, and other programs and databases to prepare reports. Continuously monitor commitments, liquidations, in-house design and in-house supervision forecasts and adjustments, projects, and schedules as they relate to IFA.
- Develop training for direct IFA staff and their supervisors. Educate NYC Parks staff on their roles and responsibilities in charging IFA and monitoring IFA budgets as it relates to project management best practices.
- Oversee the development of standard operating procedures for IFA Unit staff and the maintenance all other IFA-related documentation.
- Ensure that the Agency meets its financial targets for IFA. Identify areas for improvement and recommend and implement solutions.
- Work closely with Human Resources staff to ensure that all IFA staff are classified correctly in CityTime and FMS, and that NYC Parks maintains an appropriate ratio of IFA direct to indirect staff.
- Regularly review all projects and phases in CityTime to ensure timely activations and deactivations.
- Prepare submission documents for OMB and City Comptroller review. Actively work to ensure that approvals are received in a timely manner.
- Assist the Director of Capital Budget and Chief of Capital Fiscal Management with special projects.
- Provide excellent customer support to all NYC Parks staff on budget-related matters.

PROCUREMENT ANALYST - 12158
1. A baccalaureate degree from an accredited college and six months of satisfactory full-time professional experience in procurement of goods, services, construction or construction-related services, or professional, technical or administrative experience in contract negotiation/management; or
2. An associate degree or completion of 60 semester credits from an accredited college, and 18 months of satisfactory, full-time professional experience as described in “1” above; or
3. A four-year high school diploma or its educational equivalent and two and one-half years of satisfactory full time professional experience as described in “1” above; or
4. A combination of education and/or experience equivalent to “1”, “2”, or “3” above. College education may be substituted for professional experience under “2” or “3” above at the rate of 30 semester credits from an accredited college for 6 months of experience. However, all candidates must have at least a four year high school diploma or its educational equivalent and 6 months of the experience described in “1” above.
SPECIAL NOTES:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level I or one additional year of the experience described in "1" above.
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, either one year served at Assignment Level II or two additional years of the experience described in "1" above, at least one year of which must have been supervisory, or spent performing professional procurement duties equivalent to those performed at Assignment Level III.
1. Bachelor’s degree in Accounting, Business, Finance, Public Administration or a related field. 2. At least five years of relevant capital budget and IFA experience. 3. Proficiency in Microsoft Excel and PowerPoint and FMS 2/FMS 3. Experience with Microsoft Access, Unifier, or other relational database software preferred. 4. Superior organizational skills, ability to focus on details and to respond quickly to requests. 5. Strong analytical, critical thinking, and strategic management skills ability to solve problems with innovative and creative solutions. 6. Ability to handle sensitive personnel information. 7. Excellent communication and presentation skills, both written and verbal.
