The Office of Human Resources and Employee Experience (HREX) is responsible for ensuring that the Department complies with applicable labor and employment laws and City and Agency rules and policies. The unit provides guidance to managers and employees on a variety of topics including recruitment, employment, civil service, job and organizational design, labor relations, youth programs, benefits, wellness, performance evaluations, salary administration, timekeeping, and time and leave administration.
The selected candidate will be responsible for, but not limited to, the following:
- Utilizing social media, career websites, job search websites, print advertising, and other employment sources to manage the acquisition of candidates.
- Tracking recruitment data.
- Utilizing the New York City Automated Personnel System (NYCAPS) to post for positions, enter candidate offers and other transactions, and track and report on all related activities.
- Training hiring managers and their designees in the proper utilization of NYCAPS.
- Training managers and supervisors on the use of NYCAPS e-Performance
- Managing large- and small-scale recruitment events
- Attending Job Fairs, Career Days and other recruitment activities.
- Assuring employee compliance with I-9 procedures
- Implementing onboarding procedures, including fingerprinting
- Completing all offboarding procedures for transfers, resignations, and retirements
- Setting up New Hire Orientation
- Performing other work as requested.
SALARY INFORMATION
Effective 9/6/2024, the hiring rate is $60,549 and City minimum (incumbent rate) is $69,631.
CIVIL SERVICE STATUS
Only permanent Staff Analysts, applicants who are reachable on the Staff Analyst open competitive list, and applicants as indicated below will be considered will be considered
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York
1. A master’s degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field; or
2. A baccalaureate degree from an accredited college or university, accredited by regional, national, professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and two years of satisfactory full-time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; or in management or methods analysis, operations research, organizational research or program evaluation; or in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation or fiscal management; or in a related area.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
Excellent written and verbal communication skills Proficiency in Outlook, Excel, Word, and Visio Experience in human capital/resources in City government
