About the Role

The New York City Department of Veterans’ Services (DVS) seeks to hire one (1) experienced, talented, and highly motivated individual to serve as a Human Resources (HR) Generalist within the Human Resources and Timekeeping Unit. This unit aims to provide personnel and administrative support to all agency employees and programs in a courteous, professional, and accessible manner. Reporting directly to the Deputy Commissioner for Operations, the successful candidate will be responsible for the agency’s day-to-day operations of human resources, that supports a diverse workforce. This individual will be primarily responsible for the processing of personnel transactions for new hires, promotions, terminations, suspensions, reassignments, and other related transactions. This individual will work closely with oversight agencies, such as the Department of Citywide Administrative Services (DCAS), the NYC Office of Management and Budget (OMB), other internal divisions to facilitate requests and ensure compliance within HR operations. The HR Generalist will serve as an HR business partner for all agency lines of action and executive staff as well as other city agencies for all personnel related issues.

Job Responsibilities:
The specific duties and responsibilities include, but are not limited to the following:

- Ensure prompt evaluation, review, and response to all employee concerns and inquiries;
- Processing new hires, employee leave of absence, transfers and promotions in compliance with citywide requirements and DVS policies utilizing HRIS systems, such as NYCAPS, PMS, PRISE, and CHRMS;
- Provide employee with pertinent information on health insurance and benefits;
- Acting as a resource for the Assistant Commissioner to navigate Human Resources processes including recruitment, operating within the NYC Civil Service system, employee separations, disciplinary action, personnel changes, and benefit provisions;
- Execute the agency’s onboarding process, including screening applications/resumes, and working with hiring managers to identify, select, and retain a diverse staff;
- Oversee the agency’s offboarding process, including the execution of exit interviews and advising on employee separation matters;
- Manage the agency’s new hire orientation program;
- Provide support to implement the agency’s Performance Evaluation Development Plan;
- Provide support with HR policy research and development;
- As needed, provide support to the Office of General Counsel on employee labor relations activities, including conferring with employees on matters concerning personnel issues, procedures, and grievances, addressing staff conflict, and making systematic agency recommendations to improve employee relations;
- Assist the Labor Relations Coordinator with maintaining compliance with collective bargaining units and their representatives;
- Assist the EEO office with compliance and complaint investigations, where appropriate;
- Implement the agency's Personnel Action Request (PAR) process through eHire.


Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- Two to five years of Human Resources knowledge and experience within NYC government - Familiarity with the concepts, principles and practices of administration and personnel services - Stellar verbal, written and interpersonal communication skills - Strong organizational and data management skills related to tracking, reporting, and data-based needs assessment - Capability to conduct research in the following HR subjects: leave of absence, health and union benefits, NYC policies and procedures - Ability to work independently, under pressure, and meet strict deadlines - Aptitude for working with all levels of the organization - Ability to take direction, seek direction and offer productive feedback - Resourceful and ability to work well with others for expeditious collection of information - Sound technical experience working with city Human Resources Information Systems (HRIS) and applications such as NYCAPS, PRISE, PMS and CHRMS is a requirement.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
