The Office of Human Resources is a critical component in managing the agency’s most valuable resources, our employees. As a gateway for thousands of current and prospective employees, the Office of Human Resources offers a variety of recruitment support functions, training and development opportunities. In addition, the Office of Human Resources is also the primary resource for payroll management, employment services, civil service support, and application processing and facilitating the onboarding process across 18 different divisions. The Office of Human Resources also works in partnership with ACS program areas and divisions to provide initiatives and services that nurture and develop an environment of employee empowerment, advocacy, and involvement in the organization while attracting and cultivating a diverse dynamic workforce.

The Office of Human Resources is seeking an experienced professional to serve as a Human Resources Business Partner (HRBP), reporting to the Human Resources Business Partner Manager. The HRBP will facilitate the flow of information and human resources activities between the divisions and the Office of Human Resources. The HRBP will ensure that programmatic support, staffing, organizational needs and agency goals are efficiently and expeditiously met.

Responsibilities and duties include:

- Provide strategic and operational human resources advice, coaching, development, and support to assigned divisions and within HR
- Communicate and partner with internal and external stakeholders such as: various HR units, PS budget, and oversight agencies to achieve goals and improve processes
- Collaborate with the Offices of Employment Law Unit (ELU), Labor Relations and Equal Employment Opportunity (EEO) to develop solutions for employee relation conflicts, and problematic areas; help develop ideas to prevent and manage conflicts, in addition to assist with improving departmental and organizational structures
- Partner and collaborate with other Human Resources unit leaders in order to culturally enhance the work environment and create and establish technically sound business principles and practices
- Identify, analyze, assess, and review the impact of existing and/or new policies and practices to designated divisions’ operations and ensure adherence and uniform implementation with the various divisions
- Interpret Civil Service rules and regulations and HR policies accurately and ensures their consistent and practical application and compliance
- Conduct Human Resources trainings and presentations across the agency for staff of all levels
- Assist HR Executive Leadership and HR Business Partner Manager with assignments and projects as needed

Minimum Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.


Preferred Skills

- Prior human resources experience working in NYC government strongly preferred - Familiarity with various NYC databases, such as: NYCAPS, CHRMS, PMS, CityTime, etc. - Great interpersonal skills with professional experience leading and working with a diverse population, team, and workforce - Excellent at both verbal and written communication skills and the ability to communicate at various levels in an organization - A thorough and strong understanding of Civil Service law, rules and regulations - Meticulous and goal driven with analytical mindset and critical thinking abilities - Proficiency in MS Office suite, including Excel
Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
