Human Capital (HC) provides personnel and administrative support to all agency employees and programs. This includes the management of all processes, and policies related to Recruitment, Job Classification, Employee Benefits, Personnel Policy Research and Development, Workforce Development, Time and Leave Management, Conflict Resolution among employee services. HC is tasked with ensuring the agency’s compliance with City, State and Federal labor laws, Equal Employment Opportunity mandates, Workplace Safety standards, and New York City Civil Service policies. We work to support all agency programs and staff through the development of innovative workforce enhancement programs, and resources.
We are seeking an experienced Human Capital Associate / Clerical Associate who will report to the Deputy Director of HC. The selected candidate will be responsible for managing agency policies, workflows, processes, and records related to long term and intermittent leave of absence, Family Medical Leave Act (FMLA), Workers’ Compensation, employee departures and employee services This is a high-level learning and development opportunity for a human resource professional interested in enhancing your knowledge and experience in the field of Human Resources and Labor Relations.
Responsibilities will include, but are not limited to:
- Assist with the development of labor and employee benefit policies and processes to ensure compliance with relevant Federal/State/local laws;
- Process and manage all special leave of absence requests in compliance with current Federal/State/local mandates;
- Utilize the CityTime Timekeeping system to manage timesheets, leave balances usage, accruals and transfers for departing employees or employees on leave;
- Manage all staff inquiries and requests pertaining to commuter benefits, health benefits, leave of absence benefits, workers’ compensation, employment verification, union benefits, Management Benefits Fund, flexible spending accounts and all other employee benefits;
- Maintain organized records and tracking reports for all assigned processes;
- Design leave of absence training courses and information resources for all staff; and
- Provide administrative support to other HC team members as needed.
Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.
- Working knowledge of New York City Human Resources applications/systems, including NYCAPS/PeopleSoft, CHRMS and PMS. - Experience with processes related to employee benefits and leave of absence. - Strong analytical, research and writing skills. - Ability to work independently and creatively in a fast-paced environment. - Strong organizational and data management skills related to tracking, reporting and data-based needs assessment. - Experience handling multiple assignments with competing deadlines.
