The Human Capital (HC) Unit is essential in supporting our agency's workforce, providing key personnel and administrative services to ensure smooth operations across all programs. From overseeing employee benefits and long-term leave to developing policies and ensuring compliance with City, State, and Federal labor laws, HC plays a crucial role in creating an efficient and supportive workplace.

We are seeking a motivated Human Capital Associate/Clerical Associate to join our team and work closely with the Human Capital Manager, Long-term Leave. In this role, you’ll support the team by assisting with processes, policies, and records related to employee leave, benefits, labor relations, and employee services.

The Human Capital Associate responsibilities will include, but are not limited to:

- Assist with the leave of absence request process, ensuring employees are informed of their options and assist with selection. Review and verify leave forms, medical records, and documentation for accuracy;

- Calculate and track leave balances, ensuring compliance with eligibility and accruals. Submit approved documents to timekeeping and payroll systems to maintain accurate employee records;

- Organize and maintain personnel records for employees on special leave and update systems (e.g., NYCAPS, PAMS, Citytime) accordingly;

- Collaborate with the Director and Deputy Director to develop and implement program plans that align with agency goals. Manage leave programs, monitor performance, and make data-driven
recommendations for improvement;

- Track employee departures (resignations, retirements, terminations), ensuring compliance with exit procedures and conducting exit interviews for employees on long-term leave;

- Process final leave balances and payouts, ensuring timely and accurate updates to employee records in relevant systems (e.g., NYCAPS);

- Ensure proper filing, tracking, and retention of employee records in compliance with NYS Records Retention Series. Maintain accurate logs and oversee access to the Human Capital Records
Room; and

- Assist with special projects and assignments, ensuring all tasks are completed within deadlines and aligned with protocols. Conduct research as needed and respond to employment verification requests promptly.

Minimum Qualifications

Qualification Requirements
A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and one year of satisfactory clerical experience.
Skills Requirement
Keyboard familiarity with the ability to type at a minimum of 100 key strokes (20 words) per minute.


Preferred Skills

- Strong working knowledge of New York City Human Resources applications, including NYCAPS, PAMS, PeopleSoft, Citytime, and other HRIS systems for tracking leave, benefits, and employee records, is preferred. - Experience managing employee benefits and leave processes, including understanding eligibility, accruals, and ensuring compliance with agency policies. - Ability to analyze data, identify trends, and generate reports on leave balances, employee performance, and program outcomes. Capable of conducting research and recommending process improvements. - Proven ability to manage multiple priorities and meet deadlines in a dynamic, fast-paced environment while maintaining a high standard of work. - Strong focus on accuracy in reviewing and processing documentation, tracking leave usage, and updating employee records. - Exceptional written and verbal communication skills, enabling effective exit interviews, clear employee guidance, and prompt responses to inquiries. - Skilled in organizing, managing, and maintaining employee records, ensuring compliance with retention policies and data security standards. - Capable of working independently to resolve challenges and implement solutions in leave management and employee services. - Excellent interpersonal skills with a focus on delivering professional, high-quality support and maintaining positive employee relations. - Experience assisting with or coordinating projects and events, ensuring objectives and deadlines are consistently met.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
