The Department of Citywide Administrative Services’ (DCAS), Human Capital (HC) Line of Service seeks to appoint a Computer Systems Manager to work in the HC Bureau of NYCAPS Central (NCC). NCC is a human resources service center that oversees the expansion and maintenance of NYCAPS (New York City Automated Personnel System), a centralized state-of-the-art automated personnel system for human resources professionals, managers, and employees to access and manage personnel and benefits information. NCC oversees the implementation of civil service and human resources related transactions for over 300,000 employees citywide; supports approximately 96,000 NYC employees with all their health benefits needs; and manages Employee Self-Service (ESS), an online tool that provides NYC employees with easy access to human resources, payroll, tax, City job applications and benefits information.

The HRIS unit provides day-to-day user support to agencies, troubleshoots system issues, manages requests for enhancements and responds to demands on areas of Human Resources, eHire, Benefits Administration, Training Admin, ePerformance, Self Service, Reporting and other functionality deployed in NYCAPS.

NYCAPS Central is seeking a HRIS Deputy Director to perform the following duties and responsibilities:

- The Deputy Director of HRIS will report to the HRIS Director of NYCAPS Central and ensure that optimal support is delivered by the HRIS unit to agencies citywide on all NYCAPS functionality.
- Supervise a group of 12 HRIS analysts;
- Support agency HR user requests related to NYCAPS system functionality;
- Document and execute system test conditions and scenarios for moderate to complex break/fix and enhancement SRs and full test plans;
- Develop complex queries for data analysis;
- Conduct system defect analysis and escalation to FISA-OPA with corresponding documentation;
- Perform peer reviews of business requirements, table configuration and query development;
- Manage the Client Relation Management (CRM) queue for the Unit and assigns cases/service requests to analysts in the Unit;
- Track progress of SRs assigned to FISA;
- Provide progress reports to Director;
- Facilitate requirements gathering for moderate to complex break/fix Service Requests (SRs) and enhancement SRs;
- Proactively identify requirements that should be considered but are not explicitly identified;
- Ensure communications related to complex break/fix items or enhancements are clear and concise; and
- Review documentation related to new or enhanced functionality.


Minimum Qualifications

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or

4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above.

In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.


Preferred Skills

- At least three years of experience in Human Resources Information Systems, preferably PeopleSoft - At least one year of experience managing a team of HRIS subject matter experts and super users - Knowledge of PeopleSoft HCM, Talent Management, Training Administration and Benefits Administration - Strong knowledge of security and reporting tools - Excellent understanding of data processing methods and procedures - Knowledge of service center enabling technologies, including case management and knowledge-based systems - Strong system implementation experience, process enhancement experience and an understanding of service delivery models - Strong project management experience define project objectives, deliverables and scope - Proven ability to collaborate and lead effectively across a matrixed environment - Excellent customer service orientation
