Job Description

ABOUT OATH:

The City of New York’s Office of Administrative Trials and Hearings (OATH) is the nation’s largest administrative tribunal, holding approximately 400,000 trials and hearings a year. As the City’s central, independent administrative law court, OATH adjudicates a wide range of matters filed by nearly every city agency, board and commission. OATH also houses the Center for Creative Conflict Resolution which provides mediation and restorative justice support to City government agencies and the general public, and the Administrative Judicial Institute, a resource center that provides training, continuing education, research and support services for administrative law judges and hearing officers.

JOB DESCRIPTION:

The Office of Administrative Trials and Hearings is seeking to hire one (1) Principal Administrative Associate Level II to serve as Human Resources Generalist who will report to the Recruitment and Onboarding Manager. The HR Generalist will play a vital role within the OATH’s Human Resources Department by assisting with recruitment and employee services activities.
- Responsible for OATH’s recruitment efforts from the posting of job vacancies to the selection of candidates.
- Utilize NYCAPS for new hire entries, civil service actions and to complete employee status changes regarding promotions and payroll adjustments
- Utilize PRISE to request civil service certifications, to enter civil service certification dispositions and research/review employment history.
- Conduct civil service hiring pools and perform civil service-related actions.
- Actively participate in interviews to ensure a fair and impartial process.
- Process DP-72 and DP-189 transactions.
- Process new hires and present pertinent HR information during onboarding.
- Maintain open communication with high-level stakeholders to provide updates and resolve concerns
- Conduct new hire orientation.
- Prepare weekly PAR reports for review by team leader prior to submission to OMB.
- Answer inquiries/Resolve problems/Respond to requests via telephone, email, and in person. Identifies issues or questions that need to be escalated. Escalate issues to appropriate contact
- Assist in the continuous development and improvement of processes, continually looking for opportunities to streamline and improve internal procedures regarding the civil service process.
- Prepare standardized monthly, and quarterly CHRMS reports, i.e., provisional status, separations, pending PARs, etc.
- With minimal supervision, maintains data entry of all internal agency files in a timely fashion.
- Perform related duties as required, including, acting as back-up in varied HR functions and HR-related special projects.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

- Extensive human resources experience, including, recruitment and benefits - In-depth knowledge of citywide personnel policies and procedures - Subject matter expert on NYCAPS functions - Comprehensive knowledge of civil service process including calling lists, and the DP-72 process - Ability to develop, produce and maintain HR actions tracking reports - Excellent organizational and communication skills - Excellent time management skills with a proven ability to meet deadlines

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
