The Deputy Director for Employee Relations is responsible for a staff of 4 employees who handle a wide variety of Employee Relations issues, including the administration of employee probations and disciplinary processes.
The selected candidate will lead Employee Relations at a time when changing circumstances call for pro-active leadership and the development of new initiatives and programs. Responsibilities include:
- Promote sound and harmonious workplace relations, between co-workers and superiors-subordinates; provide guidance on pre-emptive measures to minimize the occurrence of workplace issues and on adjustment and proper resolution of any issues that may arise.
- Drive quality Human Resources service and support.
- Work with NYCHA’s Law Department and Human Resources leadership on issues involving Civil Service Law, disciplinary practices, fitness-for-duty medical exams and related issues.
- Respond to complex employee issues and independently investigate cases and/or work with other NYCHA departments as appropriate including Employee Engagement and Diversity, Equity and Inclusion.
- Consult with and advise location supervisors regarding complex, sensitive and confidential workplace issues, including those surrounding employee fitness-for-duty; conduct and performance; and disciplinary issues.
- Ensure that appropriate disciplinary action is taken as soon as possible when an employee creates a disruption or danger in the work place.
- Review information regarding employee arrests and criminal cases and advise on or take next steps as appropriate.
- Oversee the development and implementation of annual performance management reviews for NYCHA’s managerial workforce.
- Ensure that supervisors at all levels are provided with the information they need to properly perform their roles.
- Collect and analyze computer data to track trends and insure efficiency.
- Ensure that appropriate and efficient procedures are developed and followed within the unit.
- Coach, develop and mentor Employee Relations team members and utilize performance management process to set goals and assess development needs for each individual report.
Note: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Labor Relations Analyst to be considered.

1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics or a closely related field and four years of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning or a related area, 18 months of which must have been in an executive, managerial, administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or
2. A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above; or
3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.
- High level of demonstrated competency in properly handling complex, sensitive and confidential workplace issues and exercising sound judgment on the satisfactory resolution thereof. - Strong consultative, communication and influence skills. - Knowledge of NYCHA’s organizational structure and of basic Human Resources functions and principles. - Experience with administration of New York State Civil Service Law, especially as it relates to fitness-for-duty and disciplinary issues. - Ability to analyze situations and problems and take initiative to resolve them, working with the appropriate staff throughout NYCHA. - Proficiency in effective interviewing, active listening, ascertaining and understanding of clientele needs. Excellent interpersonal verbal and written communication skills. - Ability to pivot amidst shifting priorities while remaining flexible and engaged. - Good working knowledge of Microsoft Excel, Access, Word, and Workday. - SHRM certification.
