Job Description

The NYC Department of Environmental Protection (DEP) protects public health and the environment by supplying clean drinking water, collecting, and treating wastewater, and reducing air, noise, and hazardous materials pollution. DEP is the largest combined municipal water and wastewater utility in the country, with nearly 6,000 employees. DEP delivers more than 1.1 billion gallons per day of the highest quality drinking water to 8.5 million NYC residents and more than 1 million people in Upstate New York and has a wastewater conveyance and treatment system capable of processing over 1.3 billion gallons of wastewater per day to protect the environment and the city's surrounding waterways.

The Bureau of Environmental Compliance's (BEC) mission is the enforcement of environmental laws and regulations, which affect the health and safety of the public and environment. Specifically, the bureau enforces the City's Asbestos regulations as well as the Air and Noise Codes. The Bureau is comprised of the Division of Air & Noise Policy, Permitting and Enforcement and the Asbestos
Control Program. These divisions respond to; air and noise code complaints; inspect and track asbestos removal projects; and foster the goals of environmental protection.
Responsibilities also include certifying asbestos handlers, inspecting and issuing operating certificates to stationary combustion and industrial process sources, and implementing the requirements of the Clean Air Act.

BEC seeks to hire one (1) Principal Administrative Associate, Level 2 to serve as a Human Resource Administrative Support located in our Lefrak office in Queens, NY.

The selected candidate will be responsible for the following duties:
- Support senior staff in improving hiring processes and implementing recruitment strategies.
- Preparing and modifying job descriptions using the City’s NYCAPS automated system to post for job vacancies on SmartRecruiters website.
- Liaising with the hiring managers to assure all job functions are captured in the Job posting, reviewing resumes to assure candidates meet the qualifications of the position and preparing all
interview documents.
- Coordinate bureau-wide onboarding, employee recognition, and engagement activities.
- Process recruitment actions, appointments, reappointments, and onboarding documentation in a timely and accurate manner.
- Prepare disciplinary documentation in accordance with agency policies and procedures.
- Review HR paperwork for accuracy and resolve discrepancies.
- Partner with senior leadership to support governance processes, reporting, and issue escalation.
- Provide administrative support while ensuring fair and consistent application of policies.
- Manage the performance appraisal process and assist supervisors with compliance.
- Maintain employee files and update information in HR systems.
- Develop and maintain confidential electronic and paper recordkeeping systems.

Minimum Qualifications

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.


Preferred Skills

- Five or more years working in Human Resources and familiarity with the city hiring process. - Familiarity with the Civil Service Process. - Excellent communication skills. - Customer orientation and ability to adapt to different circumstances and responsibilities. - Preferences will be given to candidates with computer proficiency, including Microsoft Office Suite products (Word, Excel, and PowerPoint) and Adobe Systems. - Familiarity with Customer Relationship Management (CRM) systems. - Ability to multi-task, prioritize, and manage time effectively. - Maintain employee files and records in electronic and paper form. - Effectively communicate with job applicants and existing employees regarding various policies, internal requirements, benefits, evaluations, time and leave and general work expectations, etc.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
