Your Team:
The Office of Housing Access and Stability ( “HAS”) consists of the divisions of Housing Opportunity, Tenant and Owner Resources, Housing Stability, Budget and Program Operations, and Program Policy and Innovation. The mission of the office is to ensure fair, efficient, and transparent access to affordable housing. The Office provides subsidies, placement services, and tools that connect New Yorkers to affordable housing and ensures vulnerable households in subsidized housing have the support they need to be safely housed. Housing Access is committed to expanding housing choices, affirmatively furthering fair housing, and stabilizing the financial health of buildings.
The Division of Budget and Program Operations (BPO) within the Office of Housing Access and Stability supports key functions across several divisions: Housing Opportunity, Tenant and Owner Resources, Housing Stability, and Policy and Program Innovation. BPO plays a critical role in monitoring and supporting program budgeting, staffing, and procurement. Additionally, the Division oversees Housing Quality Enforcement and related inspection operations. BPO also coordinates technology initiatives and analytics across the Office in collaboration with key stakeholders, ensuring essential systems support both internal and external partners.
Your Impact:
Reporting to the Director of Housing Quality Enforcement (HQE), and working within the portfolio of the Executive Program Director, the selected candidate will be responsible for ensuring compliance with federal Housing Quality Standards (HQS) for units occupied by subsidized households. This role involves acting as a liaison between HPD and property owners, focusing on improving operational efficiency and effectiveness, and overseeing HQS enforcement actions, such as Housing Assistance Payments (HAP) abatements and re-instatements. The candidate will also collaborate with HPDTech to address technical issues and recommend program improvements.
Your Role:
- Be able to work independently and manage own workload.
- Provide supervision and coordination for the activities of multiple staff members.
- Responsible to perform periodic performance appraisals of staff, provide staff with ongoing feedback.
- Run reports to monitor individual and team performance, adjust workloads, and ensure team productivity and efficiency.
- Train, manage and ensure that staff are working within federal regulatory and local policy guidelines.
- Serve as a key point of contact for public communication, ensuring accurate information is provided to landlords, tenants, the general public, elected officials, and other governmental entities
- Meet with landlords, tenants, management firms, and related parties as needed to resolve issues; tracking and responding to inquiries; and working with the senior management team to implement and maintain best practice operations.
- Coordinate with other Units with in the Division of Tenant Resources as well as other Divisions at HPD
- Demonstrate knowledge of the various steps in the Section 8 program, including application screenings, eligibility determinations, preparation of Housing Assistance Payment contracts, client briefings, rent calculations, interim reexaminations, annual recertifications, client transfers, data entry into databases (Elite Database, HPDInfo), HQS enforcement, and communication with clients via phone, email, mail, and in-person meetings.
- Flexibility to work occasional evening and weekend hours, as needed.
- Work on special projects and initiatives as determined by management
- Assist with transitioning to the implementation of new inspection standards like HUD NSPIRE protocols and their enforcement.
Preferred skills:
- Strong proficiency with Microsoft Excel and Access; business intelligence systems experience preferred
- Strong analytical and detail-oriented aptitude; a high degree of accuracy is required
- Excellent communication and organizational skills
- Proven ability to problem solve
- Ability to understand regulations
- Ability to manage time effectively, set priorities, and meet deadlines
- Must be able to work effectively with minimal supervision

- History of managing staff
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
