Reporting to the Assistant Director of Quality Assurance & Performance Management, Manager is responsible for the quality assurance and the performance management for the Section 8 program of New York City Housing Authority (NYCHA). The Unit is responsible for conducting compliance reviews in line with Section 8 Management Assessment Program (SEMAP) requirements and ad hoc reviews to ensure compliance; coordinating third party audits; developing and administering training related to quality assurance including, monitoring Housing Urban Development (HUD) Enterprise Income Verification (EIV) performance data; tracking and following-up on Multi-family Tenant Characteristics System (MTCS) fatal errors; managing all data transmissions to HUD via the Public and Indian Housing (PIC) system; meeting with tenants to verify and confirm their information and conducting quality control inspections, in accordance with HUD rules and regulations, producing monthly reports and developing quality improvement plans with the Housing Inspections unit; developing policies and procedures in collaboration with Leased Housing Departments reviewing business processes and making recommendations for improvement; maintaining the department’s Housing Choice Voucher (HCV) Administrative Plan and developing training materials.
As per Department of Housing Urban Development (HUD), Public Housing Agencies (PHAs) must assess the Section 8 Program in line with the requirements of the Section 8 Management Assessment Program (SEMAP) audit to provide the performance of the PHA and to assure there is no evidence of serious deficiency. The Manager is responsible for assisting and overseeing the review and approval of audits and submission of tenant records completed by the Housing Assistants (span of supervision: 3 Assistant Mangers and 10 Housing Assistants, 1 Staff Analyst) in addition to the following tasks:
- Track, analyze, summarize, and present data related to productivity, staff assignments.
- Assist with the Review and approval of audits and submission of tenant records completed by the Housing Assistants.
- Manage all data transmissions to HUD via the Public and Indian Housing Information Centralization (PIC) system, meeting with residents to verify and confirm their information.
- Oversee and monitor weekly HUD EIV reporting deficiencies for Deceased Tenants, Multi-Subsidy, Identity Verification, and Immigration Verification.
- Analyze and track trends based on monthly QA results to determine training needs.
- Track metrics of SEMAP monthly completion rates to ensure successful EOY goals.
- Serve as department liaison for various internal audits.
- Conduct various trainings for the QAPM staff.
- Assist the Assistant Director on numerous department goals.

1. A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
2. A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or
3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent.
