Job Description

Under the direction of the Leased Housing Central Office Assistant Director, the Landlord Outreach Unit Housing Manager will perform work in a timely and responsible manner, with oversight of Leased Housing Department policies and procedures. The Housing Manager will be directly responsible for all aspects of the Landlord Outreach Unit’s goals and objectives.

Specific duties and responsibilities include, but are not limited to the following:

1. Oversee the day-to-day operations of the Landlord Outreach Unit;
2. Liaison with NYC’s Department of Health and Mental Hygiene (DOHMH) and the U.S. Department of Housing and Urban Development (HUD) on confirmed Elevated Blood Lead Level (EBLL) lead based paint cases.
3. Maintains Lead Paint log; suspends and reinstates subsidy for EBLL cases.
4. Oversees the processing of the Single Decease Tenant reports and move-outs.
5. Oversees the processing of the Eviction certifications.
6. Oversees the review and disposition of back-office landlord information requests.
7. Oversees customer service for the Owner Extranet and liaisons with NYCHA IT
8. Reviews and approves payment adjustments, as needed.
9. Analyze and preparing monthly reports for the LHD Director for Central Office Operations; oversee LHD employee PIC certifications.
10. Schedule and conduct Section 8 webinars for new landlords.
11. Other duties as assigned.

NOTE: The Department of Citywide Administrative Services (DCAS) administered a civil service exam for the Housing Manager title on 02/07/23. Therefore, applicants (candidates) that did not take and pass the exam will potentially not be considered, likewise applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.

Minimum Qualifications

1. A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or

2. A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or

3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent.


Preferred Skills

1. Bachelor’s Degree or equivalent experience. 2. Knowledge of Housing Choice Voucher (Section 8) Program and related compliance functions and Department of Housing and Urban Development ("HUD") rules and regulations. 3. Extensive knowledge of Siebel Database proficiency in Word, Excel, Microsoft Teams, Power Point, Outlook and other database systems. 4. Ability to communicate clearly and concisely, both verbally and in writing. 5. Ability to interpret policies and guidelines and make sound decisions prepare clear concise reports and recommend improvements. 6. Ability to establish and maintain effective working relationships with peers, superiors, residents, community service agencies, and the public manage multiple priorities and demands analyze situations and identify problems and offer solutions. Ability to interface with all levels of staff and external customers. 7. Excellent written and communication skills.
