Under the direction of the Assistant Director, the Housing Manager is responsible for managing Bronx Client Services Unit. The Leased Housing Department’s Bronx Client Services Administration team is responsible for using all relevant HUD regulations and NYCHA Policy and Procedures to accurately review and complete administrative support tasks, correspondence activities which includes the assignment of inquiries that the Leased Housing Department must address and completion of inquiries for Bronx Client Services. Additionally, the Housing Manager is responsible for all Leased Housing Department court activities, which includes making court appearances, responding to subpoenas and information requests from The Civil Court of the City of New York on behalf of the Leased Housing Department.
The duties and responsibilities include but are not limited to the following:
- Ensure understanding and compliance with NYCHA, state and federal legislation and HUD guidelines for the Housing Choice Voucher program.
- Oversee the performance of staff which includes supervision and training of staff, staff productivity, managing personnel and hiring actions, completing performance reviews, training, and disciplinary actions.
- Ensure compliance with NYCHA policy and procedure and HUD regulations, timely and accurate completion of all work that relates to administrative support tasks, correspondence, and court activities.
- Ensure the timely and accurate response to all inquiries and court requests.
- Assist in the performance analysis for the assigned area of responsibilities; including the preparation of reports, findings and recommendations that relate to performance management.
- Provide technical assistance to staff to ensure accurate case processing.
- Navigate and identity system issues, fixes, and enhancements.
- Ensure prompt, accurate and timely responses to external and internal inquiries.
- Establish working relationships with internal and external customers.
- Perform other duties as assigned.

1. A baccalaureate degree from an accredited college, and three years of full-time satisfactory supervisory and/or administrative experience in housing management at a development or developments containing at least 150 apartments, including overseeing the performance of duties such as: interviewing applicants, determining eligibility; gathering and evaluating information to resolve complaints; collecting rents; and/or resolving tenant related problems; or
2. A four-year high school diploma or its educational equivalent, and six years of the full-time satisfactory experience as described in "1" above; or
3. A satisfactory equivalent combination of education and experience as described in "1" or "2" above. Undergraduate college credits may be substituted for experience on the basis of 30 semester credits from an accredited college for one year of full-time satisfactory experience. However, all candidates must have a four-year high school diploma or its educational equivalent.
- Excellent Siebel navigational skills. - Excellent organizational skills to manage the large volume of work. - Excellent knowledge of the HUD Regulations, Housing Choice Voucher Program rent calculation process, Upfront Income Verification, Leased Housing Department’s Policy and Procedures.
