PROGRAM AND JOB DESCRIPTION:
The New York City Department of Health and Mental Hygiene (NYC DOHMH)’s Bureau of Hepatitis, HIV, and Sexually Transmitted Infections (BHHS) oversees the City’s response to viral hepatitis, HIV, and sexually transmitted infections (STIs). Its mission is to improve the lives of New Yorkers by ending transmission, illness, stigma, and inequities related to viral hepatitis, HIV, and STIs. BHHS’s work includes testing initiatives; prevention, care, and treatment programming; epidemiology and surveillance; training and technical assistance (TA); community engagement; social marketing; policy advocacy; and racial equity and social justice initiatives.
The Clinical Operations and Technical Assistance (COTA) program works to measure, report on, and improve the quality of prevention and care services delivered to people with HIV (PWH) as well as those vulnerable to contracting HIV. The COTA program engages in a variety of activities including clinical and non-clinical provider trainings, provision of targeted technical assistance (TA), production of resources and presentations on findings and implications, and engagement with internal and external partners. As part of the national plan to End the HIV Epidemic (EHE), COTA’s HIV Contract TA team leads contract management activities under Project PROSPER: Planned Resources for an Organized and Specific Population-level Equitable Response to provide resources to implement innovative strategies, interventions, and services to treat PWH rapidly and effectively to reach sustained viral suppression.
COTA seeks to hire one HIV Contract Technical Assistance (TA) Manager to lead a team of approximately four TA Specialists and manage the Project PROSPER contract portfolio, including short and long-term planning, implementation, TA delivery and monitoring of subrecipient goals and activities in the federal workplans.
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Provide mentorship and weekly supervision including timely constructive feedback to direct reports.
Provide oversight to ongoing contract management to ensure all subrecipients meet contract requirements, including reviewing monthly data to identify performance or data entry issues.
Contribute and oversee the project management strategy to guide the roll out and on-going management interactions (e.g., monthly calls, site visits, learning collaboratives, etc.) with subrecipients.
Liaise closely with the DOHMH Master Contractor to ensure program integrity, alignment and quality through records review and joint monitoring for all Project PROSPER contracts.
Lead the development of contract scopes of work and provide solutions for any proposed changes to the scopes as subrecipient issues arise.
Create Public Health Partners Connect (Salesforce) reporting requirements for Project PROSPER, including overseeing updates to standardized operating procedures.
Work closely with COTA's Program Monitoring and Evaluation (PME) team to ensure successful program monitoring and evaluation of Project PROSPER metrics.
Work closely with COTA PME to review any new RFPs, incorporating lessons learned from the contract team; and contributing to new grant proposals, if applicable.
Lead contributions to funder related-reports such as Ending the Epidemic (ETE) Progress Reports and supporting subrecipient submission processes for the Tri-Annual Report and the Ryan White HIV/AIDS Program Services Report (RSR).
Lead contributions to the monthly PROSPER Workplan, including collecting relevant workplan indicators, and providing COTA specific programmatic updates at the monthly PROSPER Workplan meetings.
Develop and apply systematic reviews of recently published literature and clinical guidelines to inform the development of TA resources and presentations for funded subrecipients.
Participate in bureau-wide collaborative meetings for technical assistance and racial equity activities to identify activities that can inform the development of TA activities.
Seek opportunities to expand knowledge and TA repository by making connections with subject matter experts within BHHS Programs, DOHMH, as well as external partners.
Identify and develop opportunities for making contributions to the public health literature by submitting abstracts to national conferences and papers to peer review journals on an annual basis.
Perform ad-hoc duties as may be assigned by supervisor.
1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
Excellent communication skills, including written, oral and interpersonal. Outstanding organizational, time and project management skills. Knowledgeable about HIV prevention and treatment. A minimum of 5 years of experience in public health project management and implementation. Ability to create standardized operating procedures to guide a team's implementation of a new task or initiative. Ability to collaborate with subject matter experts and managers in TA resource development, delivery and modification. Experience with abstract and manuscript development. Solid working knowledge of MS Office software. Keen attention to detail and ability to handle multiple and diverse assignments efficiently and effectively. Ability to work effectively with a diverse staff of trainers, planners, capacity-building experts, clinicians, program managers, and service providers within the NYC DOHMH and at external agencies, including HRSA. Exceptional relationship-building and influencing skills a plus.
