The mission of the Grants & Fiscal Management (GFM) sub-division is to administer, in conjunction with regional transportation agencies, the Citys Federal Highway Administration (FHWA), Federal Emergency Management Agency (FEMA), and Federal Transit Administration (FTA)-funded projects. The sub-division competes for grant funding, provides oversight and guidance, submits reimbursement claims, and ensures federal compliance. The GFM sub-division oversees a large portfolio of federally funded transportation projects, such as Vision Zero safety improvement, improving resiliency of roads and bridges, and the installation of Electric Vehicle charging stations.
With the passage of the Bipartisan Infrastructure Law, a historic investment of $1.2 trillion in transportation funding was authorized. Grants & Fiscal Management, in collaboration with other units and NYC agencies, is responsible for competing for this funding. NYC DOT will compete in nation-wide applications to secure grant funding to support on-going projects. NYC DOT will also be receiving funding under newly created programs, such as Promoting Resilient Operations for Transformative, Efficient, and Cost-Saving Transportation (PROTECT), Carbon Reduction, and the Electric Vehicle Charging Infrastructure program.
Under supervision, the Grants Application Coordinator(s) will be responsible for writing, reviewing, and submitting competitive grant applications to secure funding for on-going programs and innovative transportation initiatives. The selected candidate will also be responsible for performing programmatic project tasks including, but not limited to, tracking project budgets, monitoring project progress, attend project development meetings, assist with review of grant reimbursements, working with project managers and other NYCDOT units and other NYC agencies, to ensure compliance with grant requirements, and analyze complex financial and program compliance data to produce comprehensive reports.
While the selected candidate may have a suite of projects under their individual purview, they will be part of a close-knit highly collaborative team environment that encourages discussion and problem solving. Work and projects will be assigned to the Analyst by the Supervisor based on the current needs of the unit.
***IN ORDER TO BE CONSIDERED FOR THIS POSITION CANDIDATE MUST BE SERVING PERMANENTLY IN THE CITY PLANNER TITLE***
1. A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning; or
2. A satisfactory combination of education and/or experience that is equivalent to “1"" above. Graduate
education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience. However, all candidates must have a baccalaureate degree.
Special Qualification Requirements
Assignment Level III
To be eligible for placement in Assignment Level III, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in "2" above.
Assignment Level IV
To be eligible for placement in Assignment Level IV, individuals must have, after meeting the minimum requirements, two additional years of professional experience as described in "2" above.
Candidate must have strong writing, editing, and proofreading skills. Proficiency in the use of Microsoft Word, Excel, and PowerPoint is necessary. Candidates must be able to work collaboratively, manage a large workload, and thrive in a fast paced, deadline-driven environment.
