Job Description

The Department of Sanitation (DSNY) keeps New York City clean, safe, and healthy by collecting, recycling, and disposing of waste, cleaning streets, attacking the scourge of illegal dumping, and clearing snow and ice. The Department operates 59 district garages and manages a fleet of more than 2,000 rear-loading collection trucks, 450 mechanical brooms, 705 salt spreaders, and several dozen bike lane operations machines. Under the Adams Administration, the Department is aggressively cleaning more parts of the City than ever before, including over 1,000 long-ignored areas spread across every neighborhood. With the highest wintertime uniformed headcount in 20 years, DSNY is more equipped than ever to remove snow and ice from the approximately 19,000 lane-miles of City streets.

The Bureau of Recycling and Sustainability (BRS) runs waste reduction and diversion programs and develops and administers policies to support the Department’s sustainability goals. BRS is currently seeking an experienced policy researcher with specific experience in grant management and statistical & data analysis. The successful candidate will further programmatically research for the Agency’s sustainability and outreach programs. The candidate will also research and optimize available environmental grant applications. Additionally, this position works with program managers to facilitate project management as it relates to grants, from grant application through closeout.

Essential Duties and Responsibilities:
- Develop and manage federal and state grant applications and reporting.
- Support coordination with federal and state grantors and other agencies.
- Share information with DSNY Finance, OMB, Comptroller, and other city funding recipients.
- Participate in audit meetings and grantor monitoring visits.
- Prepare documentation, statistics, and analyses for legally required reporting.
- Assist in the execution of waste composition research studies, including field operations potentially in outdoor environments.
- Provide frequent updates and analyses of local, state, and federal waste management policies that may affect the Agency.
- Research waste management policies and programs across the US and internationally to identify best practices.
- Prepare comprehensive reports and presentation on the status of programs (including charts, graphs and tables), and the results of research studies.
- Learn and advise internal project teams about applicable federal, state and local compliance.
- Support for other Bureau functions as needed. May require occasional evening or weekend work.

Minimum Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
To be appointed to Assignment Level II and above, candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.

Residency Requirement

New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County. To determine if the residency requirement applies to you, please discuss with the agency representative at the time of interview.
