SUMMARY:
The Mayor’s Office of Management and Budget (OMB) is the City government's chief financial agency. OMB's staff of analysts and experts assembles and oversees the Mayor’s expense and capital budgets, which fund the services and activities of approximately 90 City agencies and entities.
The Community Development Block Grant – Entitlement and Disaster Recovery Unit coordinates policy and manages both the revenues and expenditures of the City's Community Development Block Grant (CD or CDBG) and Community Development Block Grant Program – Disaster Recovery (CDBG-DR or DR) programs. Congress established the CDBG program in 1974 to provide Federal funds administered by the U.S. Department of Housing and Urban Development (HUD) for housing, economic development, neighborhood facilities, and public support services that principally benefit low- and moderate-income persons. The City currently uses its CDBG Entitlement funds for various activities including, but not limited to, Housing Code enforcement, performing emergency repairs in privately-owned housing, maintaining tax-foreclosed housing, rehabilitating NYCHA properties, historic preservation, public services (e.g., day care services, parks & recreational activities, senior services, homeless services), and planning activities. After Hurricane Sandy and Hurricane Ida, HUD authorized additional disbursements of funding to the City to recover and create a more resilient City.
JOB DESCRIPTION:
The selected intern will assist on two key projects. The first is to research ways to improve reporting and evaluation metrics used by the CDBG-EDR team to evaluate funded programs.
Once completed, our team will be better positioned to communicate the efficacy of the CDBG program and articulate how programs meet the needs of low- income New Yorkers.
The second project includes assembling policies and procedures for the daily operations of funded programs at agencies across the City, with the aim to improve program performance and service to low and moderate-income persons and communities. The goal is to design strategies that improve operations and data sharing between the Mayor’s Office of Management and Budget and various City agencies, so we can better understand how City programs alleviate poverty for New Yorkers and build upon that knowledge for the future.
For Assignment Level I:
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school.
For Assignment Level II (Information Technology):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or closely related field, including or supplemented by 9 semester credits in an acceptable course of study.
For Assignment Level III (Information Technology Fellow):
Matriculation at an accredited college or graduate school. Employment is conditioned upon continuance as a student in a college or graduate school with a specific course of study in information technology, computer science, management information systems, data processing, or other area relevant to the information technology project(s) assigned, including or supplemented by 9 semester credits in an acceptable course of study. Appointments to this Assignment Level will be made by the Technology Steering Committee through the Department of Information Technology and Telecommunications.
SPECIAL NOTE
Maximum tenure for all Assignment Levels in the title of College Aide is 6 years. No student shall be employed more than half-time in any week in which classes in which the student is enrolled are in session. Students may be employed full-time during their vacation periods.
